Introduction

1. PROJECT BACKGROUND:

The purpose of this task order (TO) is to provide technical assistance to the USAID Water and Sanitation Project, to reduce the prevalence of cholera and other waterborne diseases, and improve the health and prosperity of the Haitian People. The Project will lay the foundation for a long-term, sustained effort to increase access to safe drinking water and sanitation in Haiti, where many communities suffer from high incidences of cholera and diarrheal disease.

2. ROLE’S PURPOSE:

The Procurement Manager is a key member of the Procurement Team. He/She will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods and services. The Procurement Manager will be responsible for gathering complete procurement related backup documentation and auditing prior to submission to Finance Team. He/She will develop and release solicitations, and conduct price/cost/reasonability analyses, as well as perform any other related duties as assigned.

3. RESPONSIBILITIES:

• Audit
o Prepare complete backup documentation for procurement purchases & submit to project’s Finance Team.
o Conduct daily reviews of procurement-related backup documentation to ensure completeness, accuracy, and compliance.
o Perform regular spot audits of procurement files.
o Assist and collaborate in external or internal audits as necessary.


• Policies & Procedures
o Ensure integrity, compliance, fairness, accuracy, and openness in procurement processes.
o Ensure adequate competition is achieved, as per DAI policies and procedures.
o Ensure USAID Water and Sanitation Project and FAR policies, and procedures are followed and enforced.
o Help other project staff become more familiar, and understand, the USAID Water and Sanitation policies and procedures as related to procurement.

• Procurement Management Systems
o Enforce use of DAI’s operations & procurement system (TAMIS), etc.
o Maintain electronic procurement records & files in various DAI’s system platforms.
o Help DAI staff understand the use of procurement systems as necessary.
o Manage Procurement Team staff members, coordinating work, and carrying out annual performance evaluations.

• General Acquisition & Procurement Responsibilities
o Solicit bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans.
o Monitor, track and expedite all project procurement activities and delivery status of goods/services.
o Gather current pricing information independently.
o Conduct price/cost/reasonability analyses.
o Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications.
o Determine source selection methods for complex procurement to ensure compliance.
o Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process.
o Prepare cost evaluation data, and source selection documentation.
o Ensure procurements are approved by the required DAI authorities, and/or client approvals are received, before awards are made.
o Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
o Maintain procurement file system in DAI’s procurement system (TAMIS).
o Work closely with various home office support staff.




• Supervision
o Daily supervision of procurement staff
o Establish procurement staff performance goal and conduct their performance evaluations,
o Train and coach procurement staff

• Carry out other duties and responsibilities as directed


Qualifications Requises

4. QUALIFICATIONS:

? Bachelor’s degree in Business and/or Administration or in relevant field required;
• Demonstrated experience in a procurement capacity required, with at least 5 years working on USAID-funded Projects;
• Prior background in the award and administration of subcontracts;
• Strong knowledge of USAID contract management.
• Prior management experience strongly desired, with the ability to manage and mentor staff.
• Fluency in French and English is required;
