Introduction
I. Project Background
The USAID Reforestation Project is a program funded by the U.S. Agency for International Development (USAID) in Haiti and implemented by Chemonics International Inc. USAID Reforestation Project, based in Cap-Haitien, is designed to address environmental degradation and loss of tree cover in the North and North East departments of Haiti. The project will support interventions to:
• Reduce the threat of deforestation
• Improve environmental governance and coordination
• Increase tree cover in targeted areas
• Improve resilience to economic and natural shocks The project will plant more than 5 million trees, convert 15,000 hectares of deforested land to agroforestry, and conserve more than 850 hectares of mangrove forest.
Fonctions
II. Responsibilities
The Procurement Manager will:
• Coordinate the entire procurement cycle, including RFP development and issuance, evaluation of offerors, drafting of negotiation memos, contracts negotiation and execution
• Hold regular meetings with procurement coordinator and procurement assistant to build capacity on procurement policies and procedures; and provide training and coaching on managing complex procurements
• Oversee the procurement process and obtain all the necessary approvals
• Ensure senior management remains informed on the progress of project procurements
• Provides procurement-related guidance and support to other project’s department to ensure a smooth and efficient operation
• Support for customs clearance of equipment to receive from elsewhere;
• Work Closely with the OPS/Office Manager to maintain up to date the inventory of project equipment
• Liaise with HO Procurement team as necessary
• Visit and negotiate with local vendors and contractors
• Monitor all purchases and make sure that goods meet the quality and performance demands in collaboration with the technical.
• Be confident and a good negotiator.
• Analyze information and make quick decisions in choosing suppliers, managing costs and choosing quality merchandise while following the projects procurement procedures.
• Flexibility to take on additional operational support and assistance
Qualifications Requises
III. Qualifications
• Bachelor’s degree in administration or related sciences
• Excellent oral and written French language proficiency required to ensure timely and effective communication with vendors, contractors, and project procurement staff,
English strongly desired
• Significant experience overseeing and managing complex procurements specifically related to commodity eligibility (agricultural commodities, pesticides and fertilizers) is preferred.
• A strong understanding of the procurement process, USAID regulations, and compliance is required
• At least four (4) years of demonstrated experience in procurement, compliance, or operations, demonstrated eurchase experience in agricultural projects
• Provide real-time guidance to senior field leadership and technical teams to effectively manage client and partner relations
• Ability to work with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and troubleshoot, problem solve, and develop contingencies as needs arise
• Experience and/or knowledge of Haiti country context preferred
Conditions de travail
This position is based in Cap-Haitien with travel throughout the Nord and Nord-Est
Departments.
