Introduction

Fonctions
POSITION PURPOSE:
The Human Resources Manager serves as the strategic manager for the elaboration, contextualization and implementation of initiatives, policies and standards at the country level, promoting a work environment that fosters the commitment to the organizational philosophy, resulting in the graduation of communities from extreme poverty
RESPONSIBILITES:
The Human Resources Manager’s responsibility is to guide and manage the overall provision of human resources services, policies and programs for FH in the country concerned, including administration of general Human Resources practices.
Key Result #1 – Strategic partner in the achievement of the organizational goals. (30 % of time).
? Develop, implement, and maintain HR policies and procedures that align with organizational priorities and demands as well as country law. In line with this, develop HR strategies that are supportive of the policies within the organization increasing staff capacity.
? Ensure implementation and compliance of global and regional policies, standards, and processes, contextualized according to the legal framework of the country.
? Support the development of an organizational culture that reflects FH values, promotes accountability and high performance, and encourages a team culture of learning, creativity and innovation.
? Lead in the process of developing HR operating strategy or plans that align to FH country strategy.
Key Result #2 – Design and implement overall HR structure, procedures and guidelines at the country level. (50% of time).
? Develop and implement policies, standards and processes at the country level ensuring compliance with local regulations, ensuring alignment with organizational goals and standards.
? Collaborate with the GSC and RO in the development of systems, policies, internal regulations and specific projects and requirements.
? Leading, supervising and strategically managing the recruitment and selection processes, remuneration, training, performance evaluation and disengagement of the staff, ensuring compliance with the country’s legal framework.
? Monitor in a timely manner all the security measures, occupational security, ensuring staff wellbeing,
? Develop policies, disciplinary procedures that promote organizational values.
? Lead compensation and benefits procedures for staff at the country level, ensuring compliance with local regulations.
Key Result #3 – Provide direction and oversight for the development, implementation, maintenance and monitoring of global HR standards and HR functions in the country level. (20% of time).
? Create and implement staff development programs optimizing staff abilities and promoting a culture of goal attainment.
? Monitor the organizational climate promoting staff engagement with the organizational philosophy.
? Develop and maintain a performance management system that promotes accountability and staff continued development.
? Create strategies that foster the understanding and practical application of the Heartbeat.
SUPERVISOR RESPONSIBILITIES :
Directly and indirectly supervises staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.

? Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and / or GoToMeeting;
? Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes;
? Strong people management skills / interpersonal skills with the ability to motivate, teach and mentor staff and volunteers;
? Comfortable and persuasive when speaking before both large and small groups;
? Ability to interact positively with all levels of the organization and across organizational and cultural boundaries.
? Ability to sit at a computer for up to 8 hours a day doing repetitive motions on a keyboard;
? Ability to lift up to 25 pounds above shoulder height;
? Ability to travel up to 5% of time per year in the US and internationally, to insecure countries or locations.
EDUCATIONS AND EXPERIENCES:
? Bachelor’s degree (B. A.) from four-year College or university; and certificate in Human Resource Management or a related field;
? At least three years of working experience in HR; or equivalent combination of education and experience
LANGUAGE:
Proficiency in spoken and written French, English and Spanish. Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
