Fonctions

The Regional Chief of Program will work to enable successful completion of strategic health goals of HSD/Projet Sante in Northern region of Haiti:

Increasing utilization of quality health services (MSPP PES) at facilities and the community
Strengthening of local management and operational capacities to deliver health services,
Provide technical leadership and oversight for the implementation of the project
Ensure that the program is clinically sound, evidence-based and aligned with the priorities of MSPP
Ensure a strategic and coordinated approach to capacity building and quality assurance across the program, focusing on technical leads and clinical staff as well as working closely with MSPP departments in the northern region departments.
Coordinate the work of all Project Sante technical lead team members, the Ministry of Public Health and Population (MSPP), as well as hospital and health department partners, professional organizations, other USAID implementing partners, and other key stakeholders in North department such as NGOs, to ensure effective technical assistance and the smooth implementation of activities
Mentor, support, supervise, and manage a team of highly qualified technical lead staff and align their efforts in concert with program goals to ensure rapid and sustainable results
Oversee, with M&E staff, all M&E and activities for the program, including ensuring strong data collection and reporting methods are in place.
Write donor reports.
Participate in writing strategic plans and other program-related documents in a timely.


Qualifications Requises

An advanced degree at the Masters level or above in social science, public health, or other appropriate area is required. Medical doctor preferred.
10+ years of experience in the implementation and management of international development projects, specifically, with combined experience in two or more technical areas such as child and maternal health, family planning and reproductive health, HIVAIDS/TB, WASH, emergency preparedness and health systems strengthening.
Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
At least 5 years of supervisory experience.
Fluency in French and English required. Haitian Creole is a plus.
Willingness to frequently travel to sites and other areas as needed.
Experience in the Haitian Health system and working with the MSPP strongly preferred.
