Introduction
I. Project Background
The USAID Reforestation Project is a program funded by the U.S. Agency for International Development (USAID) in Haiti and implemented by Chemonics International Inc. The project, based in Cap-Haitien, is designed to address environmental degradation and loss of tree cover in the North and North East departments of Haiti. The project will support sustainable interventions to:
• Reduce the threat of deforestation
• Improve environmental governance and coordination
• Increase tree cover in targeted areas
• Improve resilience to economic and natural shocks
The project seeks a Public-Private Partnerships (PPP) Coordinator to lead its private sector engagement and cost-share strategy and implementation. He/she will collaborate with the Washington, DC-based cost-share specialist to develop a strategic approach to private sector engagement and cost sharing, in line with USAID’s Private Sector Engagement Policy, to promote Project sustainability and effectiveness. The PPP coordinator will work with Project staff to integrate public-private partnerships, and to identify cost share opportunities in each Project component.

II. Responsibilities:
• Lead and manage the Project PPP efforts, portfolio and initiatives ensuring that these partnerships are in compliance with Chemonics corporate policies and guidelines, and with all relevant federal acquisition regulations;
• Build and maintain relationships with international, national and local private sector partners as the opportunity presents, to create mutually-beneficial collaborations with the potential of achieving scaled and sustainable solutions for the Project’s objectives;
• Advise and guide the technical team on the development of the various PPP and cost share documents, requests for proposals and applications;
• Measure, value, and incentivize engagement and cost share opportunities for increased sustainability;
• Ensure solicitations and sub-awards are appropriately designed to maximize PPP, cost share, and sustainability, and that costs share comply with USAID and Chemonics regulations and policies;
• Develop and facilitate MOUs for formal private sector partnerships and cost share opportunities;
• Provide staff with resources for private sector engagement, and serve as a PPP and cost share advocate and champion for Project leadership;
Qualifications Requises
Qualifications:
• Minimum five (5) years experience in business, international relations, management, or related field
• B.A. in business or management. MBA preferred
• Experience working with and understanding of the Haitian private sector preferred
• Experience developing and implementing cost share agreements
• Strong private sector networks and relationships, in-country preferred
• Field experience on USAID projects preferred
• Strong organizational and effective written and spoken communications skills in French and English
Ability to work independently with minimal supervision, prioritize work assignments, meet
deadlines, and exercise professional judgment
