Introduction

The incumbent serves as a Financial Analyst (FA) in the Office of Financial Management (OFM) and reports to the Supervisory Financial Analyst, with general and specific guidance and direction received from the Controller and/or Deputy Controller with responsibility for: (a) Providing financial management services to USAID/Haiti in the design, implementation, monitoring , evaluation and closeout of programs and activities and actively participate and proactively contribute in all stages of the Development Objectives (DO) implementation plan cycle including audit using both technical and interpersonal skills ; (b) Promoting sound financial management policies, procedures and practices which advance the mission’s goals and objectives through timely collection and dissemination of accurate financial information, advisory and analytical services to USAID partners and other constituents; (c) Establishing value-added business processes coupled with the ability to communicate responsive strategies and to fully apply federal financial standards; (d) Strengthening USAID/Haiti financial management systems to effectively and efficiently account for USG funds while maintaining a strong focus on preserving fiscal integrity and internal controls to prevent waste, fraud, misuse and abuse. The FA serves as a core member of the Mission’s Partner Government Systems (PGS) team and takes a lead role in the assessment of Host Government Public Financial Management (PFM) Systems, development of fiduciary risk mitigation and monitoring plans for direct Government to Government assistance. Implement the Financial Audit /Review Planning and Implementation Process, Audit Management, Resolution and Closure program. Coordinate the Annual Federal Managers’ Financial Integrity Act (FMFIA) and the Enterprise Risk Management (ERM) reviews, and semi-annual Management Control Review Committee (MCRC) meetings. The FA designs and participates in Financial Management Training workshops. The FA submits financial reports such as the Quarterly Review Reports (QFRs), pre-award surveys, financial reviews and ad-hoc reports as required. The FA works independently or in teams with minimum supervision and serves as the principal financial advisor to the Mission.


Fonctions

1. Financial Reviews, Risk Assessments & Capacity Building 25%
Conduct comprehensive financial reviews of USAID partners in the form of internal control structure reviews, risk assessments, cost effectiveness assessments, disbursement reviews, indirect cost rate reviews, pre-award surveys, pre-closeout and closeout reviews to determine the levels of accountability and adequacy of controls necessary to prevent waste, fraud, misuse and abuse of USAID funds. Pre-award surveys determine whether prospective partners have adequate financial and administrative capacity and controls in place to account for and manage USG funds. The survey also identify capacity gaps and develop action plan to strengthen the partner’s capacity. The FA plays a key role in the implementation of the action plan.The FA also serves as the Contracting Officer’s Representative for the Mission’s Blanket Purchase Agreement (BPA) with the approved Audit Firms for the provision of financial management services. In this demanding role the FA represents the Mission, manages the relationship and ensures satisfactory delivery of assigned tasks to include the following-pre-award survey, financial review, capacity building, control environment and risk assessment, attestation engagement, disbursing agent functions, end use verification & training. The services provided under the BPA provide reasonable assurance to Mission management that USAID resources are used for their intended purposes and exposure to fraud, waste and abuse is minimized. Build the capacity of US and Local Implementing Partners (IPs) by increasing the IPs understanding of USAID rules and regulations, improving compliance with USAID policies and procedures, strengthening the IPs’ existing accounting and financial systems. Design and conduct relevant OFM training and workshops to the Mission Staff, partners and the Host Country Government-aimed at strengthening internal controls and management systems; and build capacity of local Non-Governmental Organizations (NGOs).

2. Portfolio Financial Management and Monitoring 20%
The FA is the Mission Controller’s representative to Technical/Development Objective teams and serves as the frontline financial management advisor to technical teams and their partners. In this role the incumbent leads, performs or participates in the provision of proactive, practical financial guidance and recommendations on the financial feasibility and soundness of implemented activities by way of the following: (a) Quarterly Financial Reviews (QFRs), Activity Pipeline Analysis, Sec. 1311 and Accrual Reviews, Validation of Counterpart/Cost Sharing Contributions; Forward Funding Analysis; (b) Analyze the method of implementation and financing of projects and their vulnerabilities to possible waste or abuse of these funds; (c) preparation of the DO implementation budgets in coordination with DO team members including analysis of current financial status of the DO individual contracts and grants, burn rates, cash flow analysis, future funding requirements in accordance with forward funding guidelines and audit requirements; (d) Review the implementation of on-going project activities to assess whether objectives are being met economically and effectively, with particular focus on personnel resources, supplies, equipment and facilities funded by USAID; (e) Lead the preparation of the Mission’s quarterly pipeline reviews and semi-annual portfolio reviews; (f) Provide assistance and advice to development partners on the maintenance of accounting records and general financial regulations requirements of USAID; and (g) Review project expenditures to determine allowability in accordance with relevant award terms and provisions and with applicable USAID costs principles and other regulations.

3. Audit Management 15%
In line with the Agency’s Audit Management and Resolution Program and accountability requirements, the FA acts as the Mission’s Audit Management Officer’s designee and coordinates Government Accountability Office and Office of Inspector General mandated Performance and Financial Audits and assists Technical Offices in meeting their audit management responsibilities. The FA prepares the Annual Audit plan and maintains the CACS Audit Tracking systems. Assists in the interpretation of audit findings and recommendations, gathering of data, drafting of management decisions, and implementation of corrective actions geared towards timely resolution and closure of audit recommendations. Coordinates with Host Country Supreme Audit institution, USAID Regional Inspector General, and GAO on outstanding audit resolution and capacity building implementation. Analyze, initiate, and take follow-up actions on audit recommendations by requesting demand and collection letters and drafting memorandum of corrective actions taken to ensure effective utilization of Mission-provided resources in compliance with applicable procedures and regulations.

4. Project Design Assistance 15%
As a member of the DO Team, advise Mission Management and CORs/AORs/Activity Managers on the financial feasibility of complex technical activities; adequacy and reasonableness of Activity/Program Dollar and Local Currency budgets and total costs; alternative sources and appropriate methods of financing; Activity/Program financial reporting, and audit requirements. Draft, or coordinate the drafting, of the financial and related aspects of Activity/Program documentation such as the Activity Approval Documents, Implementation Letters, Development Objective Agreements, Contracts, Grants, Cooperative Agreements, and other funding documents. Provide reviews and clearances on Bilateral Agreements, Implementation Letters (IL), Memorandum of Understanding (MOU) and other implementing documents for consistency with project design and conformity with USAID regulations. Participate in the preparation and provide clearances for DO documentation such as GLAAS packages.

5. Host Country Public Financial Management Systems 15%
Serve as a core member of the Partner Government Systems (PGS) team to assess partner government public financial management systems a requirement for direct government-to-government assistance using the Agency’s Public Financial Management Risk Assessment Framework. The FA manages and conducts fiduciary assessments of Government of Haiti ministries and entities and develop fiduciary risk mitigation and monitoring plans appropriate to the level of risk identified for the G2G activity. Draft risk assessment reports with recommendations to mitigate identified risks. As a PGS team member, contribute to G2G activity design that incorporates risk mitigation plan and application of risk mitigation processes and measures, including Public Financial Management (PFM) enhancement and capacity development. Design and manage GOH PFM and public accountability strengthening projects and capacity development activities. Maintain contact with high level GOH officials regarding the requirements of G2G program and the actions to be taken to implement them in accordance with USAID regulations. Participate with GOH officials and other international donors on G2G direct assistance program designed to include capacity building technical assistance, milestone development, , performance indicators and monitoring and evaluation of direct assistance. Attend Donor Working Groups meetings to advance PFM reforms and monitor the involvement of USAID-funded technical assistance contractors in PFM systems.

6. FMFIA and ERM Reviews 10%
Coordinates the Mission’s internal control review to meet the requirements of the annual Federal Manager’s Financial Integrity Act (FMFIA) and the Enterprise Risk Management (ERM). The FA serves as subject matter expert to technical and support offices during their departmental internal control reviews works closely with them to take corrective actions to resolve and close identified deficiencies and weaknesses. Perform periodic reviews of the Mission Operations to ensure that sound procedures and practices and adequate internal controls are in place in accordance with USAID regulations. Conduct risks assessments of the Mission control techniques and ensure compliance with reporting requirements.


Qualifications Requises

a. Education: A Bachelor degree (BS/BA) in Accounting, Finance, or Business Administration is required.

b. Prior Work Experience: A minimum of five years of progressively responsible, professional-level experience in professional accounting, financial analysis, auditing or business management consulting is required. At least three years of this experience with an International Development Organization or with a professional accounting/auditing firm or with a financial consulting firm is required.

c. Post Entry Training: On-the-job training on the USAID Automated Directive System (ADS), USAID accounting, internal controls, financial statement, reporting systems, and USAID Assistance Objective and Activity processes. Mandatory training on Basic and Advanced Financial Analysis, Audit Management and federal audit standards. All other formal training and additional participation in job-related workshops will be provided as required, appropriate to the assignment and subject to availability of funds.

d. Language Proficiency: Must possess a fluent level of English (level IV) in reading, writing and speaking. French or Creole fluency (reading/writing/speaking) is required.

e. Job Knowledge: A thorough knowledge and understanding of pertinent Host Country laws, regulations, and procedures relating to budgeting, auditing, accounting, and financial management. The Financial Analyst must have a very good knowledge, or the potential to acquire knowledge of U.S. Government laws, regulations, and procedures related to budgeting, auditing, accounting, and financial management, of USAID activity design, implementation, evaluation, and closeout processes.

f. Skills and Abilities: Ability to evaluate financial aspects of activities and programs, institutional capacities and capabilities, and adequacy of accounting, financial management and internal controls. Ability to use various computer software (e.g.Excel, PowerPoint,Word). Ability to present recommendations to a broad audience, both orally and in writing and deliver professional quality reports and presentations. Ability to work with Host country officials, Contractors, Grantees, who may be unfamiliar with USAID’s programming and budgeting process. Ability to work well in teams, under pressure, manage crisis and make sound judgments.
