TITLE: Gender Equality Advisor
TEAM/PROGRAM: Program Development, Quality and Advocacy
LOCATION: Port au Prince, Haiti with 30% time in the field

ROLE PURPOSE:
Save the Children is a 'dual mandate' organisation that seeks to inspire breakthroughs in the way the world treats children, and creates lasting change in children’s lives. Monitoring, Evaluation, Accountability & Learning (MEAL) is a core function in all Save the Children programs globally, representing our commitment to accountability and transparency, and is crucial aspect of program quality management within Save the Children.
The Gender Equality Advisor will provide technical guidance and oversight to the Haiti country program and ensure that the program incorporates Save the Children Gender Equality programming principles, and that interventions apply minimum standards for gender equality.

SCOPE OF ROLE:
Reports to: Director of Program Development, Quality and Advocacy (PDQA)
Dimensions: The Haiti Country Office (CO) has diverse programs, in Health, Child Protection, Child Rights Governance, and Education. It has presence in two departments It employs around 100 staff. Staff directly reporting to this post: NA


Fonctions

KEY AREAS OF ACCOUNTABILITY :
General Management
 As a member of the Haiti Country Program, demonstrate behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the program.
 Contribute to a conducive and productive work environment and to the wider country program agenda.
 Participate actively in PDQ meetings, planning and review activities, providing enhanced insight into program quality and accountability systems.
 Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
 Comply with and promote Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Gender meastraming in Programming
 Conduct gender equality analysis and develop action plan to mainstream gender equality and promote gender sensitive programming in the short term (and plan for potential gender transformative activities in the long run
 Keep the analysis refreshed and up todate
 Conduct periodic monitoring of our programs to gauge the effectiveness of gender equality mainstreaming with recommendations (and implementation thereof) for program improvements
 Support the process of a gender equality audit of the Haiti country program
 Ensure programs incorporate Save the Children’s gender equality principles as well as minimum standards on gender equality in humanitarian response (IASC Gender in Humanitarian Action, IASC Guidelines for Gender-based Violence, etc). including helping establish a gender sensitive complaints response mechanism, training front line staff on recognising and responding to signs of abuse/SGBV, and developing tools for the gender equality analysis.
 Provide technical guidance, mentoring and support to the country teams to mainstream gender equality informed by the regional response strategy.
 Provide technical support to country teams and partners to incorporate gender sensitive approaches in all country plans, and support the capacity of the CO to design gender transformative interventions if possible
 Provide relevant capacity strengthening on gender equality principles and tools to response staff and partners
 Support the collection and analysis of relevant gender data, and ensure gender is integrated in all MEAL plans.
Coordination and participation
 Actively participate in national, regional and other international networks, forums and clusters/subcluster(
s) related to gender equality and GBV , and coordinate with other actors as relevant
 Support advocacy efforts related to gender equality within the humanitarian response
 Represent SC in any coordination forums related to gender equality.
Internal Reporting
 Responsible to ensure that the organisation delivers on all internal SC gender requirements in a timely manner and with high quality information, including leadership of reporting on gender meainstraming
 Develop systems to ensure monitoring and reporting of gender equityas relevant and required Other.
 Support the use of the Theory of Change in program design, delivery.
 Support and lead the development of gender learning agenda as part of the Yemen program learning agenda.

Qualifications Requises

QUALIFICATIONS
Required
 Master’s degree in Gender or Women Studies or Social Science, or any relevant subjects
EXPERIENCE AND SKILLS
Required
 At least 4 years working experience in this field Demonstrated experience in designing, implementing and evaluating gender equality in
programming in complex humanitarian responses
 Solid knowledge of gender equality minimum standards and their application in humanitarian
responses
 Demonstrated experience in strengthening the capacity of staff and partners on gender equality
technical issues in an emergency response
 Ability to analyse information, evaluate options and to think and plan strategically
 Team player who is able to work collaboratively and with people of diverse backgrounds
 Politically and culturally sensitive with qualities of patience, tact and diplomacy
 A high level of written and spoken English and French
 Commitment to the aims and principles of Save the Children including willingness to abide and enforce the Child Safeguarding Policy. In particular, a good understanding of the mandate and child focus and an ability to ensure this continues to underpin our support.
 Willingness to travel extensively to the field.
 Experience or knowledge of working in relevant regions/contexts
Desirable
 Spanish language skills
 Experience of communicating beneficiaries directly.
