Introduction

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Position Purpose:

The Contracts Assistant will assist in the administrative management of subcontracts and service contracts from the competition for the services to the implementation of the contract to the administrative closure of the file to meet the objectives of the GHSC-PSM Haiti project.


Fonctions

Specific tasks to be completed under this SOW are as follows:

• Assist the Contracts Manager to document the evaluation of offers and selection of service providers in compliance with Chemonics and USAID rules and regulations;
• Check references of offerors and assist the Manager in evaluation of offerors’ capacity to provide services;
• Assist the contracts Manager to ensure that services are provided, supporting documentation is received and payments are made in compliance with the terms and conditions of the contracts;
• Maintain physical and electronic Service Contract and Subcontract files in accordance with Chemonics and USAID rules and regulations;
• Receive deliverables, gather required approvals and process the payment requests for all service contracts and subcontracts;
• Maintain and update the Subcontracts tracker;
• Work in close collaboration with the Procurement teams, Accounting team, Distribution and Warehousing in gathering required documentation for the subcontract files.
• Any other tasks as assigned by the Contracts Manager

• The Contracts Assistant will report directly to the Contracts Manager
• Chemonics may amend the SOW for this assignment in consultation with the employee.


Qualifications Requises

• University education preferred in business administration or related field
• Minimum of 2 years of professional relevant work experience;
• Experience working on USAID-funded projects or other donors is required
• Experience working in filing documents and payment request preparation;
• Experience in contracts process (RFQ/RFP launching and offers evaluation;
• Level 1 in spoken and written English and French is preferred.
