The Education Program Specialist/Monitoring, Evaluation and Learning (M/E/L) Specialist is a senior member of USAID/Haiti’s Education Team. S/he will have significant experience in education program development and management and will provide technical input to activities related to basic education and youth development (education system governance, systemic education reform, improvement of educational quality, teacher training and non-formal basic education). The Education Program Specialist will play a leadership role in the management of education activities as well as in the realization of USAID/Haiti’s Strategic Plan. S/he will conceptualize, define and support selected aspects of the education program under the supervision of the Education Team Leader
The Education Program Specialist/Monitoring and Evaluation (M/E/L) Specialist will also serve as the lead advisor on data management of the USAID Mission Education Program, under the direction of the Education Team Leader. At a 50% level of effort, his/her responsibility will be to coordinate M/E/L activities, provide technical guidance on strengthening M/E/L systems and to provide competent and collaborative leadership in the area of monitoring, evaluation and learning for USG funded Education activities.
S/he will regularly represent USAID’s education program to officials at the highest level of the Ministry of National Education and Professional Training (MENFP) and attend donor meetings to ensure effective coordination with other organizations promoting education in Haiti. The Education Program Specialist will maintain independent high-level contacts with key actors in the public and private sectors and other donor organizations to assure continuing current knowledge of sector developments. S/he will regularly communicate with implementing agency personnel.
The Education Program Specialist M/E/L Specialist will also provide guidance to other USAID offices on matters concerning education and youth development as related to their respective programs. For internal coordination purposes s/he will maintain contact with USAID/Haiti technical teams. S/he will work under the direct supervision of USAID/Haiti’s Education Team Leader. The initial performance period of the contract will be two years with option for renewal according to funds availability and the staffing needs of USAID/Haiti.
Qualifications Requises
A. Education: The job holder must have at least a Bachelor’s degree or the local equivalent in International Development, Public/Business Administration, Statistics, or Monitoring & Evaluation or a related field is required.
B. Prior Work Experience: At least 5 years of progressively responsible experience designing, implementing, and managing donor programs. Proven ability to identify, promote and apply innovative concepts and strategies to improve the management, monitoring, evaluation, and research base of development activities.
C. Post Entry Training: A&A Management for CORS/AORS, PFA; Enhanced COR/AOR skills.
D. Language Proficiency (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Level IV fluent in French, Haitian Creole and English are required. Must have proven ability to communicate quickly, clearly and concisely – both orally and in writing. Demonstrated ability to translate and summarize reports, technical documents, and other forms of communications from French to English and English to French.
Language: Level IV French, Creole and English is required.
E. Job Knowledge: Extensive knowledge of and experience in the development sector in Haiti, including close collaboration with technical Ministry counterparts, donors, and other development partners; experience in the implementation of M/E/L processes ideally in the education sector; Demonstrated program management and problem solving skills in a complex and highly sensitive environment is required
F. Skills and Abilities: Excellent leadership, communication and interpersonal skills are critical to this position. The incumbent must be able to work effectively with a broad range of USG personnel and partners, and have demonstrated skills in donor coordination and collaboration. Ability to work both independently and in a team environment to achieve consensus on policy, program and administrative matters is a must. Ability to represent the education program internally and to external partners and donors is required. Willingness to conduct overnight site visits in rural Haiti. Proven ability to identify, promote and apply innovative concepts and strategies to improve development assistance.
