The incumbent serves as a Locally Employed Staff (LES) Investigator, responsible for conducting investigative work in Port-au-Prince Haiti Office under the El Salvador Regional Office El Salvador of the Office of Inspector General. The incumbent, who works under the direction of either the Assistant Special Agent in Charge (ASAC) or the Special Agent in Charge (SAC) in Washington, D.C., has duties and responsibilities that are designed to support the investigative program of the Haiti Office. The mission of the Office of Inspector General is to promote and preserve the efficiency, effectiveness, and integrity of USAID. To that end, Haiti Office is primarily responsible for receiving allegations and conducting inquiries, and investigating allegations or matters of possible fraud, waste, and abuse in the USAID Programs in Haiti.


Qualifications Requises

A. Education: A Bachelor’s degree, in accounting, finance, business administration, criminal justice or law, is required.

B. Prior Work Experience: Minimum 5 years previous experience as a law enforcement officer/investigative assistant or equivalent work in a fraud unit or otherwise engaged in investigating complex schemes or managing contracts with the U.S. government.

C. Post Entry Training: On-the-job training, as appropriate on USAID rules, regulations, and operations; the function and responsibility of the RIG/I; the provisions and procedures of the USAID OIG Criminal Investigator Manual and Policy Directives, as well as, applicable U.S. criminal and civil statutes. The candidate may also be required to travel to the U.S. for law enforcement training. Training includes ICITP-FLETC, Contract and Grant Fraud Training (CGFTP), COR/AOR training, Procurement Fraud Training, and Acquisition and Assistance Management for COR. ?????

D. Language Proficiency (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Level IV French, Creole and English is required. ?

E. Job Knowledge: A thorough knowledge of local political, social, and cultural customs and practices is required. The incumbent will demonstrate knowledge of U.S. criminal and civil laws, rules of evidence, and rules of criminal procedures, as well as the host country legal and criminal justice system and its law enforcement procedures. Familiarity with USAID rules and regulations is also beneficial. ?????
F. Skills and Abilities: Excellent analytical and judgment skills are required to effectively conduct sensitive, high profile investigations, and to provide sound advice to the ASAC/SAC of potential violations of host country laws, the legality of proposed investigative, the admissibility of gathered evidence, as well as the potential political implications of said investigations. Must be capable of maintaining extensive contacts within the law enforcement community. Must have the ability to exercise initiative and resourcefulness in obtaining evidence. Ability to draft objective and logical reports in English. Strong interpersonal skills are required. Proficiency with word processing and spreadsheet software (MS WORD/EXCEL) and the ability to conduct effective Internet research is required. The willingness and ability to travel throughout the region is also required.
