Introduction

As a key member of the Office of Economic Growth and Agricultural Development (EGAD), the Project Management Specialist/Monitoring, Evaluation and Learning (MEL) is the monitoring, evaluation and learning lead for all EGAD Office projects and activities. Work involves the full range of consultative, monitoring, data collection, analysis, evaluative, and learning services.


Fonctions

The primary function of the MEL Specialist is to ensure that EGAD activities implemented in the field are in full compliance with the performance requirements of contracts, grants, cooperative agreements or any other agreement that has been signed with USAID. In order for performance targets to be tracked and measured on a timely basis, s/he will work in close coordination with implementing partners to ensure that activity data are collected, verified, and reported in a timely and high quality manner. The MEL Specialist will design performance and impact evaluations of USAID activities, and will be alternate manager for contracts for evaluation services as an alternate Contracting Officer’s Representative (COR). The MEL Specialist will serve as alternate COR and/or alternate Agreement Officer’s Representative (AOR) on monitoring, learning, and evaluation activities and will provide technical and administrative management of other EGAD activities in the economic growth, agriculture, and environment sectors. This includes project analysis and design, proposal evaluation, work plan development and monitoring, technical guidance, financial monitoring, assessment, evaluation and all aspects of contract/grant administration. The MEL Specialist supervises two Field Monitors.


Qualifications Requises

A. Education: A minimum a University Degree in Economics, Business Administration, Agriculture, International Development or a related field required.

B. Prior Work Experience: Must have a minimum of five years of professional experience in international development activity management with a specialization in monitoring, evaluation and learning which demonstrates increasing responsibility for managing, analyzing, coordinating, and guiding significant analytical and project management efforts. Specialized experience in the analysis and interpretation of data and presentation of findings in written and oral form in both English and French is required.

C. Post Entry Training: USAID-specific training in project and activity management, including the required COR/AOR training; performance monitoring and evaluation training; and training in CLA. On-the-job training in appropriate monitoring and evaluation procedures, contract and agreement management, and CLA. Technical USAID-specific and external training in agriculture, economic growth, access to finance, and environment will be periodically required as determined by the incumbent and supervisor.

D. Language Proficiency (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Level IV proficiency in spoken and written English, French, and Haitian Creole is required for this position.

E. Job Knowledge: A thorough knowledge and understanding of programmatic MEL techniques is required. This must be complemented by a comprehensive knowledge of Haiti’s 1) economic, political, social, agro-ecological, and cultural characteristics; 2) the problems, resources, and development prospects/priorities; and Haitian agricultural practices, market conditions, and government policies.

Knowledge of the economic growth, environment, and agriculture sectors; food industry and trade practices and knowledge of the political, economic, technical, and social implications as it is applied to agriculture, environment, and economic growth in Haiti are required.

Thorough knowledge and understanding of the public and private sector entities involved in agriculture, environment, and economic growth in Haiti is required.
Must have good knowledge, or the potential to acquire such knowledge, of USG legislation and policies relating to development assistance.

F. Skills and Abilities: Incumbent must have the ability to obtain, analyze, and evaluate a variety of data and to organize/present it in concise written and oral form in both English and French; ability to independently plan, develop, manage, and evaluate important and complex programs/projects; and ability to furnish information and advice in assigned areas with detachment and objectivity.

S/he must be able to independently establish and maintain an extensive range of contacts with senior level Government of Haiti officials and private sector and non-governmental organization representatives in order to explain and defend USAID policies, objectives, and procedures and to transmit and interpret Haitian governmental , non-governmental, and private sector attitudes and concerns to senior USAID officials.

Ability to prepare in English and French precise, accurate, and factual analytical reports.
Ability to conduct mathematical summations and statistical calculations to estimate things such as commodity production, gross margins, and supply and demand opportunities is required.
Ability to plan, organize, and implement events and trips for high-level official visitors is required.
