Introduction
NASTAD is a non-profit, non-partisan association that represents public health officials who administer HIV and hepatitis health care, prevention, education, and supportive service programs funded by state and federal governments in all 50 U.S. states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the U.S. Pacific Islands. NASTAD also supports partner governments in Africa, the Central America region, and the Caribbean region.
NASTAD's vision is a world free of HIV and viral hepatitis.
Fonctions
Job Summary
Since 2017, NASTAD has supported the implementation of Partner Services—a process by which sexual partners, biological children, and social contacts of persons living with HIV (PLHIV) are notified of their exposure, tested, and linked to services—in Haiti. Partner Services is now being implemented in 89 CDC-funded health facilities. NASTAD’s support to Haiti’s Ministry of Health (MSPP) and implementing partners involved developing national guidelines for Partner Services, training health providers to elicit and notify contacts of PLHIV, monitoring performance, and providing on-going support to facilities. The Partner Services M&E Coordinator plays an essential role in monitoring and evaluating the program, and providing the essential technical assistance to facilities so they can improve their performance.
Essential Duties
• Identify, collaborate and ensure buy-in from key MoH personnel at the departmental levels as well as key site staff and network administrators
• Conduct regular monitoring of sites activities (daily, weekly) and provide mentoring/coaching remotely or through site visits as necessary
• Provide training and technical assistance to facilities
• Work with partners and health facilities to improve PS tools and processes as well as the usability of the Partner Services web platform
• Track PS web platform progress, identify successes, needs and gaps, and suggest changes as needed
• Develop monitoring and evaluation tools for program activities
• Review and assess program monitoring and evaluation systems
• Analyze project performance data
• Create monitoring reports, based on project data
• Other relevant duties, as assigned
Qualifications Requises
Education/Experience
• Degree in Health Sciences, statistics, research methodology or any relevant field
• Minimum of four (4) years of experience related to monitoring and evaluating a health project
• Experience in HIV/AIDS project, planning, monitoring and evaluating, and documenting observed activities.
• Strong and demonstrated experience in training and group facilitation
• Experience in data management and data analysis, with ability to produce comprehensive reports
Minimum Competencies (skills, knowledge and abilities)
• Excellent written/oral communication and presentation skills in French and Creole; English is an asset
• Knowledge of HIV, including HIV and TB prevention, care and treatment
• Strong analytical skills and ability to write clear and accurate reports
• Ability to communicate effectively with health facilitators, staff, and colleagues
• Strong computer skills
