Introduction

The Saint Rock Haiti Foundation (SRHF) is a 501(c)(3) nonprofit charitable organization established in 2002. The focus of our work is to provide health care in the community of St. Rock/Platon Dufresnay, in the mountains above Carrefour and Diquini, a region where access to quality and affordable care is incredibly limited. We operate the SRHF Centre de Santé and support a team of 35 Haitian clinical and administrative professionals, headed by our Medical Director Dr. J Kenes Eloy. The Centre de Santé staff deliver compassionate care to over 40,000 registered patients 5 days per week. We believe that quality health care cannot be truly successful in isolation in such a resource poor setting, and as a result we have established a number of community development programs. These programs include: educational sponsorship and university scholarships, malnutrition prevention through community agriculture, microfinance, a clean water initiative, and a community health worker program and mobile clinic that expand the reach of our clinical programs.

The position of Program Manager is a general management position that includes program monitoring and development, administration, local representation, and resource development/fundraising. This is a Haiti-based position and will serve as a link between SRHF’s Haiti and US operations teams. The Program Manager will work in close collaboration with our clinical and administrative staff members at the SRHF Centre de Santé, as well as the broader Saint Rock community. In addition, SRHF has acquired land and plans to build a new clinic in St. Rock. Thus, there is an opportunity to grow and develop in the role as the clinic’s operations expand.

This is a full-time position with the majority of the time spent in Haiti.


Fonctions

Program Management

Collaborate with the Medical Director to design a system to efficiently collect data on the impact of our medical and nonmedical programs over time and effectively relay this information to US team members.
Work with clinical and non-clinical staff to map workflows and processes and identify requirements for data collection, reporting and use.
Collect and document best practices that can be used to facilitate decision support.
Deliver concise, prioritized requirements to the US Operations team.
Work with the Medical Director, Director of Haitian Operations, and US team to ensure data is available for reporting and utilization.
Use database queries and available reporting frameworks to provide clinical and program staff with access to reliable, actionable data.
Responsible for overseeing and supporting non-medical programs of SRHF in Haiti. These include educational programs, projects to improve infrastructure in the community, and income support projects in agriculture and microfinance. Oversight may include:
Developing new programs based upon an understanding of community needs
Determining the cost of programs and how they will be operated
Ensuring that there is community participation and ownership
Reviewing existing programs and collaborating with in-country team members to make modifications to improve effectiveness
Manage direct report non-medical staff on a day to day basis in conjunction with the Haitian Director of Operations, setting clear goals and expectations, providing corrective feedback, coaching, and assistance as needed. Responsible for new hires (outside medical staff) including temporary staff such as interpreters or drivers.


Local Representation and Advocacy

Serve as the local representative of SRHF in Haiti. This will include assisting the President and Board of Directors in the establishment of a non-governmental organization, serving as the liaison with government officials and a local attorney, and fulfilling local requirements for ensuring a speedy and efficient process for attaining local NGO registration.
Work with other NGOs or international charitable organizations that are providing goods and services to the St. Rock programs. Arrange for securing and acknowledging and reporting on donations; seek out new partnerships to meet community need where appropriate.


Community Relationships

Consult with the community leaders in St. Rock, including local government officials, religious leaders, as well as with families to have them involved in the work of the foundation; support and foster a sense of ownership and participation, including direct involvement in work projects of infrastructure improvement.

Financial and Human Resources Oversight

Work with the Directors of Operation to set up an in-country financial accounting system to track all revenue and expenditures. This includes working with the medical director to develop a system for collecting and tracking patient fees and use of patient fee revenue.
Prepare an annual budget and track revenue and expenditures against budget on a monthly or quarterly basis.
Fufill any local financial reporting requirements.
Establish and maintain personnel records, in partnership with the Medical Director and the Directors of Operations including salary history, for all in-country employees, including medical staff.
Assist with salary administration and payroll tax and benefit payments to the Haitian government.
Conduct annual reviews for each staff member and provide follow up feedback as necessary.

Human Resources

Manage talent acquisition, including sourcing and interviewing potential candidates.
Ensure that all employees comply with policies and regulations.
Handle investigation and resolution of employee issues, concerns, and conflicts.

Local Fundraising

Lead local fundraising efforts, including researching possible sources of support, making contact with donor organizations (Governmental and NGO), alerting Medical Director and President to possible sources of funding, and collaborating in developing proposals for funding.

Ad hoc assistance to the SRHF President, SRHF Board of Directors, and the In-Country Chief Medical Director

Provide assistance on an as-needed basis to the SRHF President, SRHF Board of Directors, the Directors of Operations, and the Medical Director such as:
Arrangement of trips by US staff: transport to and from airport, arrangement of accommodations
Local appointments with the Haitian officials, NGOs, local contractors.
Submission of documents to authorities
Shipment of goods, clearing customs.
Weekly communication with the US Office
There may be discrete projects related to operating systems in the health clinic that the Program Manager may be assigned, such as improving the pharmacy inventory management system.


Qualifications Requises

Minimum of a Bachelor’s Degree required; Master’s degree or graduate coursework in a related field desired (for example: public health, public administration, international development)
Prior experience living or working in Haiti is a plus; should be comfortable living in a rural area with ability to take initiative and work with minimal direction
Fluent in Haitian Creole, French, and English preferred; strong communication skills
Self-starter, goal-oriented with strong program or project management skills
Sensitive to community needs, and an ability to work as a collaborative partner with the community
Great interpersonal skills and a genuine desire to learn new skill sets
Prior experience with nonprofit operations, conducting research abroad in a rural setting, program monitoring and evaluation or demonstrated interest in the field a plus
