Position Title: Haiti Program Manager
Location: Deschapelles, Haiti
Reports to: Chief Operating Officer


Fonctions

General Responsibllities:

This role is responsible for the development, implementation and reporting on ail HAS programs and initiatives - focused on ensuring ail donor-funded programs are implemented in line with donor regulations and within budget confines. This position will also serve as a liaison, facilitating the relationship between HAS staff based in the USA and Haiti, ensuring effective communication between these two entities and effective management of project lifecycle (including proposal development, project implementation, and donor reporting). This;s a Halt;-based position.

Key Responsibllities:

Program Development
• In collaboration with the Senior Manager of SCI Administration, be responsible for the lifecycle of ail donor-funded projects, ensuring proposais are relevant to the organization, feasible with existing HAS resources, and focused on community need.
• Collaborate with relevant staff in Haiti to provide any "technical information" needed for drafting new proposais as required by HAS' US-based Development team.
• Draft ail requirèd reports for hospital and community-based projects as required, in collaboration with the Senior Manager of SCI Administration, M&E Coordinator, and
department managers.
• Work directly with M&E Coordinator to ensure data systems are in place to measure progress against ail project indicators, and that data collection processes are functioning across activity sites to provide quality data needed for program reporting.

Program Management
• In collaboration with the Senior Manager of SCI Administration and with relevant HAS staff, manage the implementation of ail major donor-funded HAS projects/programs both in the hospital and community health department.
• In collaboration with the Senior Manager of SCI Administration, be responsible for
oversight of project budgets, and monitoring and approving expenses as need to ensure ail expenditures fall within budget scope.
• Ensure ail projects are implemented in line with donor policies and procedures.

• Conduct regular visits to project sites (hospital, community health, WASH, and HTRIP agroforestry program) to provide technical assistance as needed, and ensure project
activities are adhering to donor standards and timeline.
• Create and manage project-specific work plans and timelines - ensuring activities are implemented within donor budget and time constraints.
• Provide day-to-day operational support to Haiti-based program staff, particularly staff development and objective setting as related to program activities.
• Serve as the primary point of contact for ail major donor·funded programs - serving as point of contact and host for ail donor visits to HAS. ..,
• lead effective communication with ail HAS stakeholders (Haitian government entities, UN agencies, USAID, other NGOs, beneficiaries, etc.) sharing impact of HAS programming.


Qualifications Requises

• Masters degree in field directly related to the position (Public Health, Program
Management, M&E, International Development, Hospital Operations, etc.);
• At least 2 years of development or global health project management experience;
• Minimum 1 year of work experience working in Haiti preferred;
• Proficiency in English required, proficiency in French and/or Haitian Creole strongly preferred;
• Experience developing grant proposais and donor reporting - experience with large institutional funders a plus;
• Experience managing and mentoring personnel, both in person and remotely, preferred;
• Excellent interpersonal skills and strong communication skills; ability to develop partnerships across sectors and cultures;
• Strong organizational skills and attention to detail;
• Must be willing to live in rural Haiti without immediate access to urban amenities.
