Introduction

In partnership with the Ministry of Health and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a Population-based HIV impact assessment (PHIA) to estimate the population –level impact of the national HIV prevention, care and treatment programs in Haiti. The goal of this project, called PHIA, is to identify the national level key HIV-related outcomes, including HIV incidence, HIV prevalence and HIV viral load suppression, as well as prevalence of high-risk behaviors and uptake of HIV-related services. The objective of PHIA is to measure the reach of the country’s HIV prevention, care and treatment services, guide policy and set funding.

Job Title: Regional Laboratory Supervisor

Reports To : Laboratory Advisor

I. Job Summary

The Regional Laboratory supervisor (RLS) is the zonal focal person for all lab related activities on the field (households) and at the level of all the satellite laboratories in a work zone. The RLS’s main focus is to ensure all lab procedures are performed on time and in accordance with the SOPs. The RLS should also ensure proper use and functioning of all the survey’s equipment located at the satellite lab.

A. Main tasks and expected results:

1. Before starting field work in the zone, RLS ensures:

i. All needed lab equipment is available at the designated satellite labs of the work zone of his constituency: He/she should

a. participate in assessment of readiness of selected satellite laboratories;

b. He should coordinates setting up of laboratories liaising with the different satellite lab managers and hospital authorities;

c. Supervise through the lab coordinator the lab logistician and satellite laboratory technicians for inventory of all needed materials prior to shipment at the satellite lab, cross check availability of forms.

ii. All needed lab equipment is available for the field teams: he should

a. Supervise through the satellite lab coordinator, the lab logistician and satellite lab technicians in the inventory of lab material,

b. Cross check checklists and ensure availability of all needed materials,

c. Coordinates initial packaging of toolboxes by the team leaders and shipment of field material.

iii. Supervise the check inventory of all lab materials

iv. Participate in preparation of laboratory trainings

2. On the field, the RLS

i. Ensures the coordination and monitoring of lab activities in the zone:

a. that blood collection procedures are done according to the SOPs.

b. Samples transport from the field to the satellite lab and further from the satellite lab to the central lab (ensuring delivery on time, proper packaging of samples, maintained temperature within transport).

c. Proper management of any eventual Blood exposure accident.

ii. Coordinates teams at the satellite lab and assigns task for each satellite lab coordinator

iii. Ensures that all samples received are properly processed and stored prior to transport to the central lab.

iv. Guarantees quality assurance procedures are maintained

v. Ensures proper waste management according to SOPs

vi. Ensures the good functioning of all equipment available at the satellite lab for the project and appropriate charging of the PIMA machines prior to field work.

vii. Work in collaboration with the IHE supervisor and provides daily feedback to the HAPHIA lab advisor

B. Other tasks

a. RLS may provide depending on abilities and background pre- and post-counseling/ Interviews to support the field team if they are overloaded.

b. Also liaise with the satellite lab coordinator to ensure the lab team human resource aspect.

c. Performs other duties as assigned.


Qualifications Requises

Minimum qualification, competence and skills
• First degree in a biomedical science
• Preferred experience and other skills:
o 3+ years of experience of bench work in a clinical or research laboratory;
o Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs;
o Knowledge/experience of procurement procedures and equipment/supply/stock tracking and inventory;
o Experience with lab-related data management systems;
o High level of proficiency in relevant computer applications, particularly Excel;
o Excellent interpersonal, management, and communication skills.

• Additional skills
o Must have good knowledge in Good Laboratory Practices and Quality assurance system
o Must have experience in survey management;
o Must have exceptional problem-solving skills and analytical capabilities as well as strong interpersonal skills.
o Must have ability to multitask and meet tight deadlines.
o Must demonstrate strong written and oral communication skills.
o Must be proficient in relevant computer applications


Conditions particulières

• Travel requirements

o May require periodic trips to partner sites, conferences and/or off-site meetings within Haiti (requiring overnight stay of up to three months);
