Introduction
In partnership with the Ministry of Health and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a Population-based HIV impact assessment (PHIA) to estimate the population –level impact of the national HIV prevention, care and treatment programs in Haiti. The goal of this project, called PHIA, is to identify the national level key HIV-related outcomes, including HIV incidence, HIV prevalence and HIV viral load suppression, as well as prevalence of high-risk behaviors and uptake of HIV-related services. The objective of PHIA is to measure the reach of the country’s HIV prevention, care and treatment services, guide policy and set funding.

Position Title: Central Laboratory Technician

POSITION SUMMARY:
The position exists to provide support to HAPHIA to perform lab tests at central laboratory (LNSP) for HAPHIA activities. The central laboratory technician is expected to adhere to ICAP rules and regulations governing the laboratory procedures and standard operating procedures. S/He is also responsible for sample receiving and storage at the central lab, training, preparation of QC samples, central lab supplies, inventory, and performing molecular and serological testing.
MAJOR ACCOUNTABILITIES: -
Central lab activation
• Activate the central lab using activation checklist
• Ensure the availability of all supplies for testing at the central laboratory level
• Ensure the availability of cold chain for reagents requires cold chain
Training
• Prepare supplies and QC samples for the training
• Prepare training samples from plasma, whole blood and DTS for training
• Prepare QC samples for the survey
• Prepare EQA samples for the survey
• Prepare supplies for the training in collaboration with ICAP lab advisor
• Participate in the training (T0, T1, T2, T3, T4, and field practice)
Sample reception, LDMS and specimen permanent storage
• Receive samples from satellite labs (1 x/week/per sat lab)
• Use the Laboratory Data Management System (LDMS) at the central lab
• Maintain permanent and temporary storage of specimens upon receiving from the satellite labs
• Check the uploading of results to the Westat website
• Ensure the Laboratory Data Management System (LDMS) working properly as per the HAPHIA standard operating procedure Molecular testing
• Organize and perform Viral Load testing
• Organize and perform Early Infant Diagnostic testing
• Organize and perform HIV-Drug Resistance testing
• Organize and perform Incidence testing
• Organize shipment of specimen for further testing
• Check the QC procedures and follow at the central lab for VL, EID and other tests
• Check supplies for testing at the central level and communicate the central warehouse for supply issues based on consumptions
• Check the returning of VL and EID results as per the SOPs of HAPHIA Support
• Support the regional lab supervisors for sample transport
• Monitor satellite lab with Regional filed lab supervisors’ Quality control
• Check the QC results from every field worker and satellite labs
• Check the EQA (PT) results of every tester including the satellite lab techs
• Check and support the external and internal monitors to the central lab
• Weekly and monthly report to the ICAP Lab advisor
• Perform additional jobs as assigned by ICAP lab advisor
Qualifications Requises
REQUIRED QUALIFICATION & EXPERIENCE
• BSc in Laboratory technology
• Three (03) years of experience
• Good analytical communication skill
• Previous Experience on molecular testing is advantageous
