Introduction
Introduction: The JSSP project is USAID-funded project to support the Haitian justice sector to expand access to quality justice for Haitian citizens. The project’s goal is achieved through the following four project objectives:
• Improved legal, policy, and regulatory framework,
• Judiciary strengthened as independent, credible, and effective authority,
• Improved access to justice and protection of rights, and
• Civil society constituencies for reform strengthened.
The MEL Specialist is responsible for developing and implementing a comprehensive monitoring, evaluation, and learning system for JSSP. Under the supervision of the MEL Advisor, the MEL specialist also provides technical assistance to project staff, grantees, and counterpart organizations on developing data bases and improving monitoring, evaluation, and learning practices. The MEL Specialist reports to the MEL Advisor from whom he/she receives technical guidance.
Fonctions
Illustrative tasks include, but are not limited to:
• Ensure correct implementation of the monitoring, evaluation, and learning (MEL) plan, which tracks JSSP outputs, outcomes, and impacts and serves as a data-driven management tool to review progress, identify issues, and assess the effectiveness of project activities;
• Work with the MEL Advisor to finalize indicators, determine data sources and collection methods, gather data, provide quality checks, and interpret and apply data;
• Develop data collection tools and data bases;
• Collect data and supporting documentation of the performance indicators;
• Conduct periodic visits to target jurisdictions to collect and verify data;
• Compile collected data in related data bases every month;
• Supply data for all quarterly reports, annual reports and other technical reports as needed;
• Respond to ad hoc requests from the MEL advisor, the project management and/or USAID in regard to specific data and evaluation studies;
• File and safely store all supporting documentation, ensuring JSSP is at all times prepared for an internal or a USAID data quality assessment or audit.
Qualifications Requises
• Bachelor’s Degree or Master’s Degree in a relevant social science field, such as Law, Economics or Statistics
• At least three (3) years of relevant professional experience in program monitoring and evaluation
• Experience and familiarity with USAID program monitoring and evaluation, and performance monitoring
• Experience in MS Access, GIS applications; and SPSS is desirable
• Strong analytic and quantitative database management skills and report writing
• Fluent in Creole and French
• Strong written and verbal communication skills in English are desired
