The Quality Assurance Manager will be primarily responsible for overseeing quality assurance unit’s activities. He/she will ensure a cross cutting quality assurance through the project. He will be in charge of planning, implementing, supervising, and evaluating GHSC-PSM QA tasks and supporting the supply chain processes with effective and smooth QA strategies for the achieving of the project outputs as appropriate.
The Quality Assurance Manager will be under direct supervision of the Country Director of GHSC-PSM Haiti
Fonctions
Specific tasks to be completed under this SOW are as follows:
• Work as the QA focal point for the GHSC-PSM in Haiti to support the implementation of the global quality assurance system of GHSC-PSM, and national norms of the Ministry of Health (DPM/MT), and other required international norms (WHO, ISO, USAID);
• With the collaboration of the QA units at PSM HQ office and FHI360, develop/ contextualize project approaches, materials, and deployment strategies for the Quality Assurance assignment for GHSC-PSM Haiti;
• Lead the development of a manual of quality assurance to guide on the quality pathway at GHSC-PSM Haiti and ensure that employees of GHSC-PSM Haiti apply these recommendations;
• Coordinate the development of a risk register for PSM Haiti and conduct effective risk management for the project;
• Coordinate the development of SOPs, work instructions, and guidance on quality assurance for GHSC-PSM Haiti and ensure their application;
• Coordinate the implementation of regular and ad hoc internal audits to identify areas that need improvement;
• Ensure proper staffing of the QA unit at GHSC-PSM Haiti in order to guarantee full implementation of QA work plan and lead the liaison between the Direction of the GHSC-PSM Haiti and the staff of this unit;
• Liaise closely with the M&E team on the analysis, monitoring, and measurement of results data for GHSC-PSM Haiti;
• Ensure that PSM procure and store pharmaceuticals according to recent guidance on quality assurance. In addition, he will be responsible for ensuring the implementation of CAPA requirements and reporting QA issues on a timely manner;
• Work closely with the Head of the project to strengthen stakeholders ‘capacities in quality management system particularly in the establishment of the national supply chain system;
• In coordination with the Supply Chain Technical Director GHSC-PSM Haiti, work with the Department of pharmacy of the Ministry of Health and other national and international partners to strengthen the quality assurance component of the national supply chain for pharmaceuticals (SNADI);
• Work with the waste management unit to ensure that unused pharmaceuticals are properly tracked, collected and disposed at the warehouse or at the beneficiaries’ level and to support the reinforcement of the capacity of the Ministry of Health in waste management;
• Follow up on issue related to pharmaceuticals quality and establish a pharmacovigilance structure to collect incidents at the field level associated with quality of the products distributed;
• Coordinate the training plan in QA for the supply chain system
• Work as a trainer and resource persons in the training organized by the project for developing trained human resource on QA and supply chain management.
• Ensure that all PSM units understand and apply properly quality assurance standards in their process;
• Serve as the main point of contact to provide support in QA to the MOH, specifically the Direction de la pharmacie et du medicament (DPM/MT) and the Direction de la Santé et de la Famille (DSF) and the USG supported HIV/Aids and FP implementing partners.
• Any other tasks as assigned by the Director of Operations
Qualifications Requises
• Advanced Studies in assurance quality required.
• Bachelor’s degree in pharmacy sciences, or related field required. Master’s degree preferred.
• At least ten years of experience in the field of quality assurance of supply chain management or pharmaceutical management initiatives. Alternatively, Seven years of experience in the field of quality assurance with advanced degrees in supply chain management or a related discipline.
• Experience interacting with colleagues abroad or with US and foreign government officials.
• Excellent interpersonal, written, and oral communications skills.
• Fluency in written and spoken English required.
• Demonstrated ability to communicate clearly and concisely both orally and in writing.
• Willingness to travel and work in the countryside a minimum of 4-8 weeks per year.
