Introduction
In partnership with the Ministry of Health and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a Population-based HIV impact assessment (PHIA) to estimate the population –level impact of the national HIV prevention, care and treatment programs in Haiti. The goal of this project, called PHIA, is to identify the national level key HIV-related outcomes, including HIV incidence, HIV prevalence and HIV viral load suppression, as well as prevalence of high-risk behaviors and uptake of HIV-related services. The objective of PHIA is to measure the reach of the country’s HIV prevention, care and treatment services, guide policy and set funding.
Fonctions
The Satellite Laboratory Logistician assistant is the focal person for managing inventory at the Satellite Laboratories.
He/she shall be responsible for managing survey teams and satellite laboratory supplies, issuing of survey teams and satellite laboratory supplies, receiving supplies from central warehouse, managing inventory and receiving samples and supplies from field teams. The satellite laboratory logistic assistant will support these activities in liaison with the satellite laboratory team leader.
Main tasks:
1. Reception of Goods & Services
a. When goods are received on site the Logistician receives it, inspects it, and prepares a Goods Receive Note (GRN) with all specific information
b. Inspect the goods for conformity to delivery documents before releasing the GRN.
c. Issue GRN to all parties involved in the process.
2. Stock Administration
a. Once the GRN has been issued, the Logistician ensures that the supplies received are stored safe and in the correct manner.
b. Reagents must at all times be out of direct sunlight and correct temperature according to manufacturer requirements on packaging.
c. The Logistician maintains an Electronic Inventory for consumables which is constantly updated and available to view for the rest of the team.
d. Storage conditions must be adequate for the type of commodities stored.
e. Store documentation must be safe guarded by the Logistician
3. Stock Distribution
a. Any consumption of consumable stock must be clearly documented by the Logistician on a Goods Issue Register (GIR) or Delivery Note and approved by the Satellite Laboratory Team Leader (SLTL). The SLTL reviews logistic requests and see that new stock issued is in relation to actual consumption.
b. The GIR / Delivery Note must specify exact information:
c. Original signed GIR / Delivery Note is kept with the Logistician, a copy is provided to the Recipient.
4. Receives cooler pack from the Field Teams and immediately places it in the refrigerator. Issue cooler pack to the field team that is 2-4C.
5. Dispose of Laboratory waste in accordance with approved procedure.
6. Implement any other tasks related to the position.
SUMMARY OF ACTIVITIES
On a flexible schedule, the Satellite Lab Logistician assistant will:
Schedule Activity
17:00pm – 21:00pm • Receive samples from the field in big cooler box from the driver/shipment coordinator.
• Check all samples and ensure that the number of samples and type of tube collected corresponds to driver shipping form and team leader shipping form.
• Verify that the PTIDs on all tubes labels correspond to PTIDs on labels on sample tracking forms and sign off the shipment. Hand over samples to satellite lab technician.
• Receive the cold packs in big cooler box and immediately place in -20C for recharging.
• Receive all PIMA machines and cross check if all accessories are available and document.
• Connect all PIMA machines to power supply and verify if charging.
• Receive all waste from the field and properly store in a safe place for disposing the next day.
• Receive supplies requests from field teams and in liaison with the satellite. Laboratory team leader restocks in big zip lock bags for collection the next morning.
• Inspect all goods received and prepare all the necessary documentation
• Update the electronic inventory of consumables.
• Ensure that all stock is properly managed and properly stored.
• Refill the backup generator with fuel when required.
5:00am – 9:00am • Supply the survey field teams with supplies as requested.
• Supply survey field teams with recharged cooler packs in the big cooler box.
• Issue fully charged PIMA machines to the driver/shipment coordinator and ensure all accessories are available and document.
• Supply the satellite laboratory and/or central laboratory with supplies as requested.
• Dispose all waste generated in the field and the laboratory and ensure that biosafety procedures are followed.
• Prepare all the necessary documentation associated with goods issued.
• Update the electronic inventory of consumables and request supplies from the central warehouse if necessary.
• Inspect the goods for any damage from rodents or weather (rain, dust)
• Once a week, update the electronic inventory sheet on Google drive.
• Provide the survey vehicles with fuel when required.
• Ensure that all shipment documentation is properly filed and stored.
Qualifications Requises
MINIMUM QUALIFICATIONS AND COMPETENCES
Education:
Diploma and 3+ years’ experience
Experience with Logistics and Supply Chain will have an added advantage

2. Must be flexible on the schedule
3. Must be well groomed and present a good physical appearance
4. Must have the ability to maintain a constructive working relationship with all customers, clients, staff, vendors and co-workers
5. Must be an effective communicator both in writing and verbally.
