Introduction

Under the direction of the Laboratory Advisor, the Central Lab Data Manager will be responsible for liaising with the ROR Coordinator and Central Laboratory staff to collect test results throughout the data collection phase of the PHIA project in Haiti and ensure they are included in the project’s data warehouse.

In addition to the Haiti-based team, the Central Lab Data Manager will also collaborate with the PHIA Data Management/ICT Team at the ICAP New York office (Headquarters) to address data management issues as needed.

This position is grant funded.


Fonctions

MAJOR ACCOUNTABILITIES:
• Assist as needed with central lab LDMS– ensure shipping batches are imported, box QA is completed, freezer locations are recorded and data is then exported to the PHIA data warehouse
• Review the lab orders for viral load (VL) and early infant diagnosis (EID) testing
• Ensure correct specimens proceed through the steps to be tested and collect test results at the Central Laboratory
• Share the test results via the Westat FTP server
• Follow up with Central Laboratory regarding missing results
• Participate in ICAP Haiti periodic staff meetings
• Attend in-country meetings on data management and security
• Any other duties as assigned


Qualifications Requises

• Bachelor’s degree in Computer Science, Information Technology, Informatics, Engineering, or related field
• Minimum of two (2) years of related experience managing and working directly with health informatics applications and databases from large research studies
• Familiarity with HIV laboratory testing and experience working in laboratory setting preferred
• Demonstrated experience conducting data quality checks
• Basic understanding of cloud-based data storage service offering
• Basic understanding of wireless and TCP/IP protocol suite
• Demonstrated experience in resolving IP-level connection issues, IPv4 sub-netting, etc.
• Excellent communication skills and strong interpersonal qualities both written and verbal
• Well organized and ability to work independently
• Ability to prioritize, plan and organize work in a busy environment
• An understanding of health and safety issues in the workplace
• Fluency in English and French; proficiency in Haitian Creole highly desired

In partnership with the Ministry of Health and the US Centers for Disease Control and Prevention (CDC), ICAP will conduct a Population-based HIV impact assessment (PHIA) to estimate the population–level impact of the national HIV prevention, care and treatment programs in Haiti. The goal of this project, called PHIA, is to identify the national level key HIV-related outcomes, including HIV incidence, HIV prevalence and HIV viral load suppression, as well as prevalence of high-risk behaviors and uptake of HIV-related services. The objective of PHIA is to measure the reach of the country’s HIV prevention, care and treatment services, guide policy and set funding.
