The WASH Specialist will serve as the project’s full-time technical lead for all water, sanitation and hygiene activities. He-She will provide technical direction to the project, ensuring that project outcomes related to the construction of WASH infrastructure, the promotion of hygiene related behavior, the promotion of WASH related BCC, the support to private sector water supply, and the marketing of sanitation and hygiene product are achieved. This position will oversee field based staff to ensure effective implementation. The WASH Specialist will work collaboratively with other Technical Managers and will report to the Chief of Party. This is a full-time position based in PADF Central Office in Tabarre.
Fonctions
• Serve as the technical lead on all WASH activities;
• Lead the development of project work plans, ensuring that targets are met and project outcomes are achieved;
• Lead the design, oversight, and monitoring of hygiene promotion and WASH related BCC;
• Work closely with project staff, government entities, and local coalitions to design and implement targeted strategies for the improved community participation in improving the access to WASH facilities;
• Supervise technical personnel as needed for project implementation;
• Collaborate with other ongoing projects in the target zones to ensure effective coordination of the WASH activities;
• Liaise with the donor and government officials as needed;
• Contribute detailed and accurate written inputs to fulfill project technical and financial reporting requirements;
• Coordinate with partners, local coalitions, sub-grantees, government agencies, international and local NGOs on WASH activities as needed;
• Serve as the primary representative of project WASH activities within and outside the project;
• Participate in relevant coordination meeting to present WASH activities, ensure coordination with other projects, and assure highest quality of project implementation.
Qualifications Requises
• Degree in engineering, public health, water and sanitation, and appropriate graduate or post-graduate qualifications;
• Five-eight years of professional development experience in the WASH sector;
• Experience in implementing, designing or coordinating WASH in schools programs;
• Familiarity with community-based sanitation programs;
• Ability to effectively coordinate with government, NGO and local stakeholders essential; an understanding of sector coordination mechanisms an asset;
• Ability to formulate policy recommendations and conduct advocacy at the policy level;
• Analytical and conceptual ability; demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change;
• Technical experience in construction and WASH in the Haiti context;
• Experience in conducting capacity development in WASH at the local and sector levels;
• Demonstrated ability to work in team and establish harmonious and effective working relationships, both within and outside the organization;
• Written and spoken English language skills is desirable
