INVEST Project
In April 2017, the Office of Private Capital and Microenterprise (PCM) at the United States Agency for International Development (USAID) launched a co-creation process for private sector partners to collaboratively design approaches to blend government funding with private sector capital to improve development impact.
In September 2017 following this co-creation process USAID awarded a contract to DAI as the INVEST apex partner to set up a buy-in mechanism that would allow USAID missions and Washington D.C. offices flexible access to a wide set of partners to support activities aimed at catalyzing private investment.
Haiti INVEST –Activity
USAID/Haiti seeks to unlock the potential of private capital to drive inclusive growth. Increasingly, private investors and businesses are looking to emerging markets for better returns and new market opportunities. Specifically, USAID can leverage its resources – grants, technical assistance, guarantees, and convening power – to help raise awareness of investment opportunities, lower transaction costs, and mitigate the risk of investments that generate positive social, economic, and environmental impact.
The Haiti Invest Platform Lead will work with the Mission, the INVEST project network and stakeholders in the Haiti investment ecosystem and the Haitian diaspora to put in place the building blocks to create a system that will facilitate capital investment in Haiti’s small and medium enterprises and manage this system.
Fonctions
TASKS
The Haiti Invest Platform Lead will:
• Define selection criteria and systems necessary to develop an investment raising mechanism through the creation of networks of qualified transaction advisors, business advisory service providers (TA/BAS) as well as financial intermediaries to support financial transactions.
• Complete a landscape analysis of local and international TA/BAS and financial intermediaries, as well as international, diaspora and Haitian investors interested in investing in Haiti.
• Work with the INVEST partnership team to develop a scope of work to competitively procure from local and international BAS/TA providers and financial intermediaries which includes language about success fees.
• Work with the INVEST Operations Manager and in country operations support to develop operational and financial systems to engage with the network on pay for results basis.
• Work with the INVEST Learning and Evidence Manager and USAID to set performance targets and milestones based on data and market conditions.
• Oversee and coordinate a network of Haiti Invest BAS/TA and other technical advisors and/or consultants and financial intermediaries.
• Work closely with the INVEST Washington Activity Manager and Technical Specialist, as well as Haiti based team and partners on the development and implementation of the work plan, delivering on milestones and achieving results.
• Provide technical direction for the activity and ensure an integrated vision and a focus on achieving results; identify issues and risks related to activity implementation in a timely manner, and suggest appropriate activity adjustments.
• Attend events and meetings as requested on behalf of Haiti Invest.
• Serve as liaison to USAID/Haiti Mission, the Government of Haiti, financial sector and investment ecosystem stakeholders, Haitian diaspora, all other counterpart organizations, and other donor implementing partners involved with the activity.
• Present regular updates to the INVEST project and USAID Haiti Mission as agreed in work plan.
• Other tasks may be assigned as needed.
DURATION AND PLACE OF PERFORMANCE
195 days of LOE from October 2018 – September 2019 with potential for extension. Place of Performance primarily will be Port Au Prince, Haiti, with travel to the Dominican Republic, United States and other on an as needed basis.
REPORTING
The consultant will report to the INVEST Chief of Party or her designee, who will be responsible for technical supervision and acceptance of all deliverables.
Qualifications Requises
QUALIFICATIONS
• Master’s in economics, business, finance, industrial engineering, other social sciences, or a similar relevant field and 10 years of experience. MA may be substituted by a BA and at least 15 years of relevant management, supervisory, and technical experience working with activities that are of a similar scope and scale.
• At least 10 years of experience managing large scale activities, strategic planning, and implementation of related activities.
• Experience implementing financial services and investment programming. Investment banking or transaction advisory experience preferred.
• Experience in institutional capacity building of government and non-government actors and master relationship building and negotiation with host government representatives.
• Ability to work independently with minimal supervision, and able to manage teams.
• Ability to identify opportunities, prioritize effectively and achieve results, in an environment where prudent judgement in essential.
• Excellent interpersonal skills; strong written and verbal communication skills.
• Familiarity and experience working in Haiti and similar environments.
• Professional level oral and written skills in English, proficiency in French required, Haitian Creole preferred.
