Introduction
FINCA Haiti S.A., a subsidiary of FINCA Impact Finance, one of the leaders of microfinance institutions around the world, offering financial services to more than 1,000,000 clients through 20 subsidiaries with property exclusive and operating in Africa, Eurasia, Latin America, the Caribbean and Middle East , is recruiting a Head of Risk/Compliance and Internal Control.

Job Description
The major purposes of the role are to establish, implement and enforce a robust risk management framework and systems (policies, processes and tools) covering the ten key risks defined by FINCA’s Global Risk Management function. The Risk and Internal Control Manager assists Management to create and maintain a sound risk and internalcontrol environment and within the agreed risk appetite determined by the subsidiary’s management board. S/he will assistManagement to improve the overall performance and activities of the FINCA subsidiary, and in making decisions on the issues of risk identification, analysis, mitigation and prevention. Working within the framework of the subsidiary’sregulatory requirements and in coordination with FINCAfunctional heads, the Risk and Internal Control Manager will manage and monitor control activities and recommend corrective actions to remediate identified control deficiencies. S/he will also develop work plans in coordination with Management that are aligned with the subsidiary’sstrategic and operational objectivesand any requirements ofexternal governance bodies.
Duties and Responsibilities
Specific duties and responsibilities include but are not limited to:
1. Support business in developing appropriate Risk Management strategies/tools and disseminating appropriate risk management practices in line with developments in the market/industry, laws, regulations, etc.
2. Overseeing and enforcing risk management policies and established risk limits to close significant gaps in risk management capabilities (policy monitoring).
3. Conduct analysis of operations of the subsidiaryto identify risks and make recommendations for preventive actions.
4. Timely investigation, analysis and reporting of compliance issues and/or instances of fraud which can negatively affect the Company's operations and reputation.
5. Manage evaluation of the possible risks (including third-party risks associated with vendor selection and management, as applicable) for the proposed new products, procedures and functions, set up and manage internal control tools and instruments during implementation.
6. Support the implementation and execution of the responsibilities and activities articulated in the FINCA Internal Control Manual.
7. Implement and support AML/KYC compliance and Fraud management directives.
8. Manage control activities and reporting of the subsidiary, including the monitoring and reporting of progress against corrective action plans that address control deficiencies/findings identified by management self-assessment or internal/external audit activities.
9. Providing an independent view of proposed business plans and appropriate reporting on risks identified to the Management,
10. Support Management in ensuring compliance of Internal Control functional activities with the Charter/bylaws of the Company, policies, procedures, plans and agreements, decisions of Company's governing bodies as well as headquarter and regional office supervisors.
11. Manage regular evaluation process of all Company's regulatory documentation to ensure completeness, accuracy and efficiency.
12. Preparation of quarterly Risk reports for the subsidiary-level and FMH Board reporting.
13. Supervise and monitor subsidiary Risk Management and Internal Control staff.
14. Support the training and development of subsidiary Risk and Internal control staff, including AML/KYC compliance and Fraud Management responsibilities.
15. Conduct periodic branch reviews of the operational and credit processes in accordance with the procedures described in the FINCA Internal Control Manual.
16. Proactively engage subsidiary management boards to support key projects by providing insights that address inherent risks and residual risks after consideration of mitigating controls or other activities.
17. Serving as the liaison between the FIF Subsidiary and the FIF Compliance Officer.
18. Supplying support and oversight for FIF Subsidiary personnel regarding application of the AML Policy, KYC Procedures, investigation of Suspicious Activity, and training under the AML Policy.
19. Reporting all Automatic Review Transactions to the FIF Compliance Officer on a monthly basis.
20. Investigating Suspicious Activity, taking appropriate action, and reporting such Suspicious Activity and responses to the FIF Compliance Officer.
21. Providing quarterly reports to the FIF Compliance Officer summarizing all transactions from the previous quarter which meet the definitions of Automatic Review Transactions and Suspicious Activities.
22. Providing an annual report to the FIF Compliance Officer of a summary of the screening results of all donors, customers, vendors, entities or individuals with whom the FIF Subsidiary has contracted that year, as well as any issues identified.
23. Meeting with the FIF Compliance Officer at least biennially to confirm the Threshold Transaction Amounts for each product offered by a FIF Subsidiary and confirm the Threshold Transaction Amounts for any new product offered by the FIF Subsidiary.
24. Providing information to the FIF Subsidiary’s auditors, Management Team, Board of Directors, and/or Audit Committee and the FIF Compliance Officer. 9. Accepting any other duties or obligations requested by the FIF Compliance Officer, the Risk Management department, or OGC, from time to time, to ensure compliance with the AML Policy.

• Practical banking and /or microfinance operations experience (7 + years)
o Can be credit, operations, audit, client-facing roles and/or risk management/internal control – any combination of experience
o Strong business acumen
• Leading virtual teams and / or management
o Not necessary direct people management but tem leadership (e.g., project lead) experience
o Strong inter-personal skills
o Decision-making
• Strong communications skills – executive writing & reporting
o Written and verbal

• Analytical skills
o Translation of data/information into meaningful interpretation (e.g., future rends and identification management.
o Critical-thinking skills
• Strong understanding of ERM and/or internal controls framework (e.g.,COSO)
o Help with the “why” we do and do what we do and brings structure to the program
o Profound knowledge in the field of risk management
o Strategic planning / management; proper understanding of FINCA’s business model to assist with reasonable risk tolerances
o Conceptual skills included the ability to adopt a horizontal portfolio approach of ERM
Knowledge & Education:
- Bachelor’s Degree or equivalent in Business Administration, Finance, Economics, Management or related fields of study; advanced or graduate-level degree is desirable.
- Additional qualification/certification in Risk Management, AML/KYC compliance & internal controls is preferred.
