Introduction
BACKGROUND
The U.S. Government (USG) is partnering with the Government of Haiti (GOH) to establish a Pilot Project for Sustainable Electricity Distribution (PPSELD) to provide modern electricity services to the Caracol Industrial Park (CIP) customers and the surrounding communes.
USAID funded the construction of a 10MW generating plant located within the CIP compound. NRECA manages the utility and operates and maintains the distribution and generation assets. Currently, PPSELD has around 14,000 clients and 270 km of distribution lines.
Fonctions
DUTIES AND RESPONSIBILITIES
The PPSELD General Manager’s duties and responsibilities include but at not limited to:
a) Develop and implement operational directives required to enforce all PPSELD policies and procedures;
b) Direct PPSELD employees to operate and maintain all facilities necessary to provide reliable and affordable electric service to all connected customers;
c) Ensure that all management practices, methods, and procedures are followed by PPSELD management and staff to ensure effective operations of the system;
d) Participate in planning service expansions during the contract period and integrate new PPSELD customers and service territory in the distribution system;
e) Promote customer understanding of rights and obligations as consumers of PPSELD service;
f) Ensure safe working conditions for PPSELD personnel, providing them the opportunity for maximum creativeness, personal satisfactions, and a sense of accomplishment;
g) Evaluate PPSELD project needs, including power supply and local political needs that arise from time to time;
h) Advise and assist NRECA to develop effective policies and procedures to support informed decision-making towards effective direction and management of PPSELD.
i) Perform other duties as assigned by the PPSELD Chief of Party.
LEVEL OF EFFORT
This will be a full-time assignment working on the PPSELD calendar as defined by PPSELD project management.
SUPERVISION
During the course of your assignment, you will report to and be under the technical supervision of the NRECA Chief of Party.
Qualifications Requises
REQUIREMENTS
Haitian citizenship
MINIMUM QUALIFICATIONS
• Must possess degree in Engineering or Business
• Must have 15 years of experience in electric utility business in Haiti or similar environment
• Must have experience managing an electric utility including aspects of generation, transmission, and distribution.
• Experience overseeing and handling the procurement of materials and services for the electric system
• Good working level skill in French, English, and Creole is required.
