The Monitoring and Evaluation (M&E) Assistant will report to and work under the administrative supervision of the M&E Officer. The M&E Assistant is responsible for all activities regarding reporting, survey and data entry, under the supervision of and with guidance from the M&E Officer.

To assist in the implementation of the M&E activities of J/PHRO programs at central office, community or site levels. This position will support the M&E Officer in meeting the M&E requirements across the organization’s country programs.

Key areas of responsibility:
M&E System’s implementation
• Supports the M&E officer to develop and implement program’s Monitoring & Evaluation (M&E) plans at site/community level;
• Assist with the provision of both on-site & community technical support supervision to mentor staff and partners as necessary or appropriate use of M&E tools developed for accurate data collection;
• Support data entry including assisting with periodic data quality checks;
• Assists with implementation of routine site & community monitoring and reporting processes, including supporting coordination of development of forms/tools for data collection and reporting in consultation with the M&E officer;
• Responsible for coordination, drafting, submission of program reports.
• Provide M&E related orientation, training and ongoing mentorship for program staff and partners as necessary;
• Assist with planning and provision of ongoing technical assistance including on-site training, ongoing mentoring and coaching on use of integrated M&E system and tools for monitoring of programs.
M&E reporting & use for decision making; Reporting
• Support M&E officer to ensure timely, complete and accurate collection of data from sites & community level, and reporting of data as required;
• Assist with the provision of accurate data for incorporation into M&E sections of internal and external reports for program staff, donors and other key stakeholders; For proposal development as well;
• Facilitate periodic data reviews as required;
• Assist with providing strategic M&E information related to program activities for use in evidence-informed decision making and data use to inform program improvements;
• Provide management with periodic trend reports on key indicators to inform decision making and advocacy;
• Support provision of analysis of performance of programs on key indicators in relation to overall program performance to inform strategic management and decision making.
• Work closely with program staff to produce required reports.
Quality assurance & routine monitoring
• Conduct periodic site data quality checks, identify and, in liaison with Program staff and the M&E Officer, support implementation of requisite interventions to ensure data quality and efficient data collection from site & community levels;
• Maintain country level databases for tracking of all M&E stock and periodically generate update reports;
• Support required program evaluation exercises through collection of M&E data and collation for analysis.
Qualifications Requises
Qualifications and competencies required
• Relevant Bachelor’s Degree in Statistic, Economy, Database system
• Minimum of 2 years sound experience in Research/Program M&E role;
• Minimum of 1 year specific M&E related work experience at the NGO level;
• Demonstrated experience in the implementation and management of M&E systems, involving capacity building for field staff, as well as monitoring and promotion of data quality;
• Functional knowledge in M&E reporting to donors preferred;
• Proven ability to mentor program staff in M&E, data use for decision making and quality improvement;
• Sound knowledge of Salesforce.
Competencies required
• Computer skills with work experience using MS Office applications, competence in programming and analysis of data using programs such Or others is an advantage
• Good written and verbal communications skills in English, French and Creole preferred;
• Strong facilitation, interpersonal, communication skills and collective problem solving skills;
• Analytical and creative thinking with ability to work independently;
• Proven ability to work both as a team leader and as a team member with multidisciplinary teams.
