Job Summary:
The Pan American Development Foundation (PADF) seeks a Deputy Chief of Party (COP) for a forthcoming US-funded project focused on trafficking in persons (TIP). This multi-year program will work closely to implement prosecution, protection, and prevention activities to combat trafficking in persons. The Deputy COP will assist in enforcing activities towards improving the Government of Haiti’s (GOH) ability to bring about public awareness of dangers, legal consequences, and various forms of trafficking in human beings; increase GOH and civil society organizations’ ability to develop and implement a victim-centered system that provides protection and assistance to trafficked persons at the national and departmental levels; and Enable the National Counter-Trafficking Committee (NCTC), IBESR and other GOH institutions and civil society to more effectively coordinate C–TIP activities. Furthermore, he/she will oversee/manage the project and ensure timely implementation of activities in compliance with US Government regulations, and delivery of anticipated results.
Fonctions
The candidate will have overall responsibility for the delivery of TIP project in Haiti. These will include but not be limited to:
• Provide day to day leadership and high-quality delivery of the project: field operations, administration, logistics and procurement;
• Manages, in coordination with the COP, relationships and work with implementing partner organizations
Manages donor relationships and serves, along with the COP, as the primary project representative.
• Maintains a working knowledge of project budgets and expenditure, and assists the Finance and Operations Director to set up and implement appropriate systems for project financials.
• Serves as Acting Chief of Party when the Chief of Party is unavailable.
Ensures compliance in reporting to USAID.
Qualifications Requises
• Master’s degree in a relevant discipline such as sociology, political science, international development, law, human Rights project management, or related field;
• Minimum 7 years of progressively responsible professional experience in project management, preferably with development projects such as USAID or other donors.
• Solid understanding of and experience in human rights, counter-trafficking, child protection and deinstitutionalization in Haiti or other francophone countries and knowledge of Haitian counterparts and individuals and organizations active or interested in human rights issues is required;
• A record of successful performance in the human rights area that, ideally, is complementary to, not duplicative of, the COP’s area of expertise.
• Fluency in spoken and written English and French (S/3 and R/3) and excellent written communications skills.
• Proven experience contributing to the design and/or implementation of, Democracy, Human Rights and Governance, monitoring and evaluation programs to include indicator measurement, data quality assessments (DQAs), evaluations, etc.
• Experience in briefing higher level managers;
• Demonstrated leadership, adaptability, creative problem-solving, ethical management and integrity;
• Proven success in managing technical and operational teams;
