USAID-funded AVANSE program is a USAID-funded project that promotes inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor/ Cap-Haïtien and aims to increase agricultural incomes by achieving the following intermediate results (IRs):
IR1. Increasing Agricultural Productivity;
IR 2. Improving Watershed Stability above Selected Plains;
IR 3. Strengthening Agricultural Markets;
Fonctions
• Oversee the monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID and DAI Home Office systems.
• Manage operational plans to monitor results and report in a timely manner on indicators, including the development of surveys, training for survey technicians, ongoing data quality assessment and personal field visits to control for data quality;
• Manage the collection, review and reporting of M&E data, and M&E activities as per the MEP;
• Maintain and update the M&E indicator table (IPTT) and assist with preparation of monthly, quarterly and annual reports in a timely fashion;
• Coordinate the annual Post-Harvey Survey (PHS) process, to measure the performance of several high level indicators such as “gross margin” and “incremental sales”, in order to complete the annual report data to USAID;
• Plan for and ensure data quality;
• Contribute as needed to the modification of relevant milestones and indicators for activities as agreed in the contract.
• Provide trainings for other staff about new M&E approaches and techniques;
• Cooperate with external teams on data collection and project evaluation activities;
• Complete any other tasks related to project data and performance management as required by the Chief of Party.
• Oversee up to 25 long term staff – M&E Technicians involved in data collection, monitoring and processing;
• Oversee the monitoring and evaluation system tracking the progress of all activities and outputs, with a strong focus on evaluating gender and youth participation in all AVANSE activities.
• Develop specialized monitoring tools and data collection protocols as needed.
Qualifications Requises
• 10+ years of professional experience with strong demonstrated expertise in the area of M&E and proven ability to implement M&E plans; years of experience could be substituted by advanced educational credentials.
• University degree in a relevant field;
• Significant experience in Haiti required and experience working with international donor agencies, preferably USAID.
• Fluency in Haitian Creole and French required; proficiency in English strongly desired.
