Introduction
Background
The USAID Haiti Water and Sanitation Project will work to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. The project will support the scaling of WSS (Water and Sanitation Services), with the goal of helping 250,000 people to gain access to basic or improved clean water services and 75,000 people to gain access to basic or safely managed sanitation services.
The project will initially target five communes and will focus on four core elements across three components: 1) supporting high-impact and financially self-sustaining water supply and sanitation infrastructure projects; 2) integrating project activities within the local WASH sector; 3) systems thinking for implementing and monitoring activities; and 4) learning and adapting on the basis of evidence and local knowledge. The project will also implement a WASH Enterprise Acceleration Fund to scale up private sector involvement in the WASH sector through subcontracts and cost-sharing grants.
Fonctions
Assignment Overview:
In collaboration with all other members of the USAID Water and Sanitation Project team, the WSS Business Development Expert will be responsible for supporting the financial sustainability of WSS providers in both the public and private sectors. The WSS sector in Haiti is currently occupied by both public and private sector actors, but there are very few formalized PPPs. The WSS Business Development Expert will facilitate both public and private actors to search for opportunities for PPP,
Specific responsibilities include:
• Build and maintain strong relationships with WSS actors and other donors who have already carried out business development activities in the WSS sector. Learn from them, and build upon existing initiatives and research.
• Identification and mobilization of relevant private sector actors.
• Build and maintain strong relationships with service providers from the private and public sectors, facilitating the creation of PPPs where relevant.
• Lead the USAID Water and Sanitation project dialogue on PPPs in the WSS sector, together with other sectoral experts.
• Build the capacity of WSS providers in line with the project’s objectives, especially focusing on the CTEs in the public sector.
• Facilitation of business plan development.
• Whole life cycle cost analysis of interventions.
• Participate in the policy and regulatory team dialogue including public sector actors and other donor organizations regarding the facilitation of private sector growth, e.g. the licensing of WSS businesses and the of impediments to growth of private enterprise, such as douane, etc.
• Focus on the mainstreaming of ‘sustainability’ and ‘long-term vision’ in the daily practices of WSS providers.
• Follow up of activities in all project locations.
• Managing of assistants where required, including training and supervision.
Qualifications Requises
General competency requirements are:
• Bachelor’s degree in business, economics, or other relevant field; Master’s degree preferred
• Minimum 10 years of relevant experience supporting private sector development and PPPs, preferably with Water and Sanitation projects
• Demonstrated understanding of the Haitian context
• Proven record of achieving development impacts in a similar context
• USAID experience preferred
• Spoken and written fluency in English and French; Haitien Creole preferred
