Introduction

GHSC-PSM will be the primary vehicle through which USAID will 1) procure and provide health commodities; 2) provide technical assistance to improve partner countries' management of the supply chain; and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under three of the project's task orders (HIV/AIDS, Population and Reproductive Health/ Family Planning, Maternal and Child Health) to provide commodities and supply chain technical assistance.

Overall Description: The Warehouse and Logistics Director ensures the overall warehouse management and supervision of the GHSC-PSM warehouse and distribution operations in Haiti. S/he oversees staff to perform accurate and systematic warehouse operations related to the receipt, storage and distribution of health-related commodities with the objective of ensuring continuous timely delivery of high quality medicines, test kits, laboratory products, Maternal and Child Health, and Family Planning commodities to clinics and hospitals which are part of the HIV/AIDS and Family Planning health networks. S/he provides professional development, supports team work and ensures that the system is operational and meets international known warehouse standards including WHO guidelines. The Warehouse and Logistics Director helps to maintain, and to share updates of the warehouse stock status and distribution plans to all key stakeholders and also provides regular reporting as required. S/he provides operational guidance to ensure regulatory compliance in all warehouse operations including clearance, receiving, inspection, storage, registration, accurate and complete recording/documentation as well as the distribution of commodities. S/he ensures that standard operating procedures are written, updated annually and followed. The Warehouse and Logistics Director is responsible for gathering and analyzing data and identifying needs. S/he will prepare timely reports and give feedback and information flow for the warehouse activities, stock status and distribution plans with US Government, PSM partners and Chemonics Headquarters. Ensure respect of norms and procedures written by all employees. Have the PSM warehouse ready to be evaluated and in compliance with international standards
The Warehouse and Logistics Director performs his or her responsibilities while developing and maintaining strong relationships with stakeholders. S/he supervises the Warehouse Manager and Distribution Manager .


Specific Tasks:
 Oversee warehouse activities to ensure continuous availability of quality pharmaceutical commodities, and laboratory supplies including test kits, and other products related to HIV/AIDS, Maternal/Child Health and FP commodities.
 Ensure that all the action plan to enhance the warehouse are completed.
 Ensure the warehouse operates to international standards for pharmaceutical warehouses such as WHO guidelines.
 Ensure regulatory compliance for warehouse operations including clearance, receiving, inspection, testing, storage, registration and accurate and complete recording/documentation and distribution under optimal conditions.
 Work closely with other members of the PSM team, ensure accurate, timely, and efficient shipment of all customer orders. Regularly communicates with clients concerning the timely and effective distribution of related products and to resolve relevant queries.
 Work closely with LMIS Manager and Warehouse MIS Officer for (MACS) to record all movements of commodities and pharmaceuticals to produce more accurate and timely reports.
 Supervise regular inventories within the warehousing and proactively alert the Country Director on potential product or process related issues (shortages, expiries, damaged products, distribution network problems) and recommends solutions.
 Work closely with Waste and Environment Manager on returned commodities or pharmaceutical products to be handled in accordance with appropriate procedures and placed in quarantine until their destruction.
 Ensure that products returned as waste or originating at the warehouse as waste are recorded appropriately if stored in the warehouse. Such waste shall be recorded and be stored separately and according to norms.
 Work closely with the Director of Operations to manage the optimization and maintenance of other warehouse systems as required as for example, power generation, water supply, security systems, CCTV, air-conditioning, cold room storage, computer networks, etc. ,
 Develop, maintain, and implement effective and relevant Standard Operating Procedures (SOPs) of all actions related to the warehouse to include receiving of stock, returns, storage bin management, health and safety, etc.
 Ensure that newly appointed staff under his/her supervision are competent on current valid SOPs related to his/her job, by the end of the given training program period.
 Ensure that for any updated SOPs that all staff are trained in a timely manner.
 Identify, plan and document the need for short-term technical assistance (STTA) to strengthen supply chain capacity and warehouse operations and management.
 Contribute to the following of Project KPIs.
 Perform any other duties as assigned


Qualifications Requises

 Pharmacist Degree (Minimum Licence)
 Minimum 10 years of progressive responsible management out of which 5 years of experience in supply chain and pharmaceutical management as well as logistics of health products.
 Familiarity with US government-funded health services and supply chain projects;
 Knowledge of WHO international standards, and any other pertinent international standards preferred.
 Experience in Continuous Insurance and Continuous Quality Assurance Management a plus.
 Experience in inventory management of drugs and laboratory equipment;
 Ability to supervise local and international staff effectively.
 Ability to work with cooperating partners in implementing complex programs.
 Proficiency in written and spoken English and fluent in Creole and French.
 Microsoft Office knowledge including Word, Excel, Power Point;
 Ability to work under pressure and without close supervision;
