Introduction

The Field Monitor and Grants Manager position is located in the Office of Economic Growth and Agricultural Development (EGAD) and the incumbent of this position will perform a wide range of duties and responsibilities related to field monitoring and grants management. These include monitoring and reporting duties in support of USAID/Haiti’s two Feed the Future (FTF) projects -- FTF-West/WINNER and FTF-North/AVANSE -- and other implementing mechanisms within the portfolio of the EGAD office at USAID/Haiti. In addition, the FMGM will serve as an Agreement Officer Representative (AOR) or Activity Manager for grants to local organizations under the Local Solutions initiative.


Fonctions

The FMGM is a member of the office’s Monitoring and Evaluation Unit. He/she coordinates with one or more field monitors, project managers, monitoring and evaluation specialists, and more broadly other staff within EGAD and USAID/Haiti.

1. Monitors via field visits activities to verify that overall interventions, as listed in yearly work plans, are on track, as well as ensures that environmental mitigation measures are being implemented. The FMGM may liaise with the implementing partners before and during visits, or may go directly to sites, meet with beneficiaries, and other non-partner persons to obtain non-biased information. (30%)

2. Develops, implements, and maintains a field monitoring and reporting plan that effectively monitors implementing mechanisms under EGAD. Prepares the plan in coordination with other field monitors, Activity Managers, and AOR/Contracting Officer's Representatives (CORs). Maintains a database of findings, reports, photographs, and other monitoring information relevant to evaluating implementation progress. (20%)

3. Serves as AOR or Activity Manager for grants to local organizations. The incumbent will coordinate and assist the supervisor in responding to requests from Washington on program activities and summaries, especially as they relate to Monitoring and Evalutation activities. The incumbent will also assist the supervisor in advising the Office Director and CORs across the region on the coordination of performance measurements and implementation issues that may result in new or the modification of existing activities or programs. In addition, the incumbent will perform a wide variety of program analyses related to the office and participate in the development of monitoring tools for EGAD mechanisms (particularly related to agricultural projects). (15%)

4. Draft reports for the COR/AOR following each field visit. Reports will follow a standard outline and contain narrative observations, informal performance evaluations, recommendations, and illustrative photographs. (10%)

5. Participates in developing, implementing, and maintaining a field monitoring and reporting plan that effectively monitors overall project activities including environmental impacts. Ensures that a database of findings, reports, photographs, and other monitoring information relevant to evaluating implementation progress is maintained by the Field Monitor.(10%)

6. The incumbent will serve as Alternate COR/AOR when necessary.(10%)

7. Performs other technical and administrative duties in support of the EGAD section as requested by the Office Chief. Participate in field trips. (5%)


Qualifications Requises

a. Education: An undergraduate degree in rural development, agriculture, agri-business, economics, natural resource management, business administration or a related field is required.

b. Prior Work Experience: A minimum of 7-years’ experience in rural development, micro-, small, and medium enterprises, agriculture, agricultural marketing, natural resource management, agro-forestry, and water, sanitation, and hygiene

c. Post Entry Training: USAID project and program implementation, Programming Foreign Assistance, COR/AOR training

d. Language Proficiency (List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Fluency in English, French and Creole, written, read and spoken. Level 4.

e. Job Knowledge: An adequate working knowledge of tropical agriculture, agricultural marketing, agri-business and other micro-, small, and medium-sized enterprises, natural resource management, microfinance, and general rural development. The candidate should have a good understanding of the Haitian culture and local government, and be knowledgeable of targeted areas where projects are being implemented. He/she should be able to prepare and present technically detailed written field reports, and maintain a well-organized monitoring data base.

f. Skills and Abilities: Ability to understand the complexities of project activities and objectives, and to collect and analyze information gleaned from site visits of an environmental and general agricultural nature. He/she should have the ability to communicate successfully with implementing partners, beneficiaries, Government of Haiti officials, private sector entities, and personnel of other organizations. Should have demonstrated ability to successfully work and communicate with rural associations and community groups, and have sufficient financial and accounting skills to manage small grants. The candidate must have an adequate skill level in the use of computer, office software, and telecommunications equipment. Must have a demonstrated ability to organize and prepare detailed monitoring trip reports in English. Must be able and willing to travel to rural areas frequently for trips lasting as long as a week.
