Introduction

Background and Context
The Global Health Supply Chain-Technical Assistance (GHSC-TA) IDIQ serves the health commodity technical assistance needs of USAID, other USG agencies, partner country governments, non-governmental organizations (NGOs), and other entities across a range of health considerations (e.g. malaria, family planning, HIV/AIDS, tuberculosis, maternal and child health, etc.). The GHSC-TA Francophone Task Order is the primary vehicle through which USAID:
1) Provides systems strengthening technical assistance;
2) Strengthens collaboration and regional organizations for improved commodity security;
3) Builds countries’ supply chain management capacity in the context of global health security and emergency preparedness
The GHSC-TA Francophone Task Order provides technical assistance for strengthening regional, national and sub-national health supply systems in the DRC, Senegal, Benin, and Haiti and supports the USAID/West Africa (USAID/WA) Regional Mission in Accra, Ghana. The Francophone Task Order also develops plans to improve preparedness to provide commodities needed to manage disease outbreaks with pandemic potential in select Global Health Security Agenda (GHSA) countries.
In Haiti, the lack of a medical equipment management system in the public health sector has been recognized as a significant challenge. In October 2010, a team of CDC, USAID and MSPP members conducted a joint assessment of the management and disposal of medical waste in the public health sector. They observed an excessive amount of unused equipment (e.g. hospital beds, incubators, etc.) in hospital corridors, cluttering storage spaces, and open spaces. Much of the equipment was dysfunctional due to poor condition, lack of parts and/or spare supplies. The Directorate of Health Services Organization (DOSS) is the technical unit within the Ministry of Public Health and Population (MSPP) that is responsible for ensuring the proper functioning of the medical equipment used for patient care and follow-up. Increasing the availability of operational medical equipment in the public health system and the elimination non-functioning equipment are among the top DOSS priorities, however it faces a significant shortage of biomedical engineers to manage this work on a daily basis.
USAID Haiti intends to support the MSPP in its efforts to increase the number of functional basic medical devices available in the public health sector. Through the GHSC-TA Francophone Task Order, USAID provides technical assistance to support the maintenance of medical equipment at the central and regional levels, working in close collaboration with DOSS technicians and the MSSP.
Working with the GHSC-TA team in Haiti, the Medical Equipment Management Coordinator will work closely with the Biomedical Specialist to provide management support in the development and implementation of strategic reference documents for managing medical equipment. The Coordinator will liaise closely with the DOSS and MSPP and other relevant stakeholders to ensure adequate leverage and coordination .


Fonctions

Principle Duties and Responsibilities
• Participate in meetings of the Working Group for Maintenance of Medical Equipment (GTMEM) and provide strategic support to initiatives.
• Works closely with Biomedical Specialist and the Ministry of Health’s biomedical technicians for the development and execution of a plan for the repair of pre-identified medical equipment
• Coordinates, with input from the Biomedical Specialist, the development and execution of a plan for the collection and destruction of pre-identified obsolete medical equipment in compliance with USAID and national environmental regulations and environmental mitigation plans.
• In collaboration with the Biomedical Specialist, assists in the development, production and dissemination of standard operating procedures (SOPs) for medical equipment management and maintenance which utilize international best practices but are tailored to the Haitian context.
• Facilitates the work of the Biomedical Specialist in the development and documentation of the instructions related to the required maintenance of individual medical equipment.
• Ensures stakeholder engagement and approval of products and plans developed through the organization of validation workshops and subsequently support the dissemination of developed materials.
• Support the establishment of national and regional workshops to present developed materials for validation.
• Communicate progress against targets through regular weekly reports.

Deliverables/Key outputs:
• Development of procedural manuals/fact sheets and SOPs for medical equipment maintenance.
• Creation of a plan for the repair of equipment.
• Creation of a plan for the installation of non-installed equipment.
• Creation of a national plan for the collection and destruction of obsolete medical equipment.
• Creation of a national plan for damaged medical equipment maintenance.
• Final report outlining work accomplished and analysis of next steps.


Qualifications Requises

• Diploma in Public Health, Management, Business Administration, or other relevant field
• Minimum of 3 years of professional experience in health planning and program implementation, preferably with experience related to maintenance of medical equipment
• Ability to write and provide quality assessment reports in English and French.
• Proven leadership skills in team management, technical analysis, stakeholder engagement, and the implementation of complex technical tasks.
• Ability to work both on a team and independently.
• Ability to work under pressure to meet deadlines.
• Fluent verbal and written communication skills in English and French; knowledge of Haitian Creole preferred.
• Prior work on USAID programs and in Haiti preferred.
Language of assignment: French and English


Conditions particulières

Supervision: The medical equipment management coordinator will report to the GHSC-TA Country Director in Haiti.
