JSI Research & Training Institute, Inc. seeks a dynamic and highly experienced candidate for the Senior Monitoring, Evaluation and Learning Advisor position for a USAID-funded Orphans and Vulnerable Children II (OVC II) Activity in Haiti. The project has for goal to support Haitian children living with and/or affected by HIV/AIDS to grow into healthy, educated, young adults free from violence and the ill-effects of HIV.

The Senior Monitoring, Evaluation and Learning Advisor plays an integral role in the continual monitoring and evaluation of activities. The Senior Monitoring, Evaluation and Learning Advisor will conduct periodic and routine activity performance monitoring and reviews to determine progress towards achievement of goals and to provide oversight to all surveys, studies and evaluations that may be carried out by the project.

Should JSI be the successful bidder, this will be a full-time position based in Haiti. The Senior Monitoring, Evaluation and Learning Advisor will report to the Chief of Party.


Fonctions

• Develop an overall monitoring and evaluation plan for the project;
• Generate and implement annual M&E workplans;
• Provide decision-makers with accurate, practical, and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner;
• Document and present program results and lessons learned to USAID, the Chief of Party, clients, and other stakeholders;
• Ensure adherence to the project’s MEL Plan and work with the Chief of Party to liaise with USAID/Haiti to receive feedback;
• Monitor the MEL indicators and prepare regular reports for the Chief of Party and senior management team;
• Determine MEL responsibilities within the program;
• Train staff to perform their appropriate MEL tasks;
• Serve as the focal point for MEL and liaise closely with other aspects and strategies of the Activity to ensure consistency in the MEL approach; and
• Supervise the preparation of required reports.


Qualifications Requises

• Master’s degree in Statistics, Biostatistics, Epidemiology, Public Health or related
field;
• At least eight (8) years of experience in monitoring and evaluation including the
• management and oversight of donor-funded project reporting in developing countries;
• Strong knowledge of software computer applications, such as SPSS, SAS, EpiInfo;
• Strong interpersonal, oral and written communication skills in French and English; and
• Working knowledge of Haitian Creole is preferred. Fluency in English required.
