• Provide leadership and ensure overall coordination and administration of the Monitoring and Evaluation of the SGF/RGF Project.
• Establish and maintain communication on M&E related SGF/RGF issues with the Haiti USAID local Mission as necessary.
Key areas of focus will include strategic planning, data assessment and management including GIS and geospatial analysis and interpretation, monitoring, reporting, design and coordination of studies.
Fonctions
Provide leadership and ensure the appropriate functioning of the SGF/RGF M&E;
Implement the overall Activity MEL Plan;
Ensure the coordination and supervision of all M&E related activities including planning, data management, monitoring, elaboration of tools, design of studies;
Develop data collection instruments, train and supervise field monitors in data collection to ensure the consistency of collected data, coordinate the entry and analysis of data;
Elaborate and or update technical tools and guidelines for SGF/RGF Program M&E activities;
Conduct regular follow-up site visits to ensure that data measurements are accurate, reliable and useful;
Enter relevant data in the sub-grant database;
Facilitate more advanced analyses involving data and spatial analysis software;
Process findings through the RGF’s Collaboration, Learning and Adapting framework;
Contribute to Quarterly and Annual progress reports including a description of key activities and findings, disseminate results to relevant parties and make recommendations for adaptation and course correction;
Facilitate and establish in coordination with USAID M&E team a schedule for USAID routine Data Quality Assessment (DQA);
Upload data into the USAID DevResult as needed;
Propose programmatic changes to the Annual Work Plan based on findings, challenges encountered, and corrective measures;
Maintain periodic and fluent communication with the Project Director and the SGF/RGF team;
Provide support, as counterpart, to consultant(s) during SGF/RGF baseline, final evaluation and other studies;
Meet with the donors as needed to provide information on issues related to M&E;
Provide on a timely basis all requested information to the Donor and work to maintain good collaboration with the local USAID Mission;
Reserve a meeting’s time for exchange of ideas between all members of the staff on a monthly or quarterly basis according to the Program’s needs;
Carry out additional responsibilities as assigned;
Qualifications Requises
Hold a University Degree (a Master Degree is a plus) with at least five years of experience in one of the following sectors: statistics, agriculture, sociology, economics or related field;
Good knowledge and ability to use GIS technology (management of GIS data, collection of coordinates and other basic GIS skills);
Good experience and awareness of M&E as a mean to support Program quality;
High level of communication, discussion and negotiation skills;
Good experience in design and coordinate high scale studies such as assessments, baselines and evaluations;
Experience and competencies in information interpretation and analysis and results presentation to different stakeholders;
Good writing skills (reports, articles, bulletins and other documents);
Experience in design and capacity building of M&E tools and guidelines;
Good management of statistical computer packages;
Have ability to facilitate processes, lead teamwork and demonstrate ability to transfer knowledge.

Location : Full-time local position based out of the PADF-Haiti office in Port-au-Prince
Duration of the assignment: 1 year renewable
