Introduction

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.


Overall responsibility. –The HIV/AIDS Technical Advisor will focus on the HIV/AIDS component of the project and will work under the supervision of the Health System Strengthening Senior Advisor.

The HIV/AIDS Technical Advisor will provide technical expertise, guidance and leadership mainly in HIV/AIDS commodities management as needed. The HIV/AIDS Program component includes the management of the supply chain related commodities to support USG supported sites and partners as LINKAGES project (key population) and SHOPS project (Social marketing), including stock movement tracking, stock requests, coordination and follow-up meetings with partners, technical support to forecasting and procurement of the related commodities etc.
The HIV/AIDS Technical Advisor will serve as the main point of contact to provide support to PNLS and its partners and the USG supported HIV implementing partners. He/She will closely collaborate with the Quantification unit, the Procurement unit, the re-Supply unit, the Lab unit, the Warehouse and the Distribution unit of the project, as needed, in order to provide a high-level expertise for HIV/AIDS and the related commodities.

He/She will also liaise, as needed, with various other directorate in the MOH such as the Laboratoire National de Santé Publique (LNSP) in collaboration with the PSM Laboratory Advisor to ensure that all their requests for the supply chain are addressed.

The HIV/AIDS Technical Advisor will provide leadership in the development of technical strategies and work plans and the organization and provision of HIV/AIDS commodities, warehousing/storage, inventory management, transportation and distribution of supply, logistics information system management, supply chain performance monitoring.

The HIV/AIDS Technical Advisor will collaborate with the Senior Technical and quality assurance Advisor to ensure that all requirements in HIV/AIDS commodities are respected.


Fonctions

Specific tasks to be completed under this SOW are as follows:
- Provide leadership and technical expertise for the HIV-AIDS:
• Lead the provision of the technical assistance and support within the GHSC-PSM project in collaboration with other units, to effectively manage the HIV-AIDS commodity supply chain activities within and ensure the provision of HIV-AIDS commodities to the USG supported health facilities on a timely manner.
• Participate in the strategic and technical meetings/working sessions of the GHSC-PSM project for HIV-AIDS commodities supply chain management component.
• Provide technical expertise to the GHSC-PSM Quantification team for the Antiretroviral (AVs) commodities and Opportunistic Infections (OIs) drugs as needed.
• Provide technical expertise to the GHSC-PSM Data and M&E teams for preparation of health facilities needs estimates for ARV and OIs drugs.
• Participate in technical cluster meetings led by PNLS to review protocol and adjust implementation strategy.
• Oversee the bi-monthly re-supply of the USG HIV-AIDS supported health facilities by working in close collaboration with the data team of GHSC-PSM to provide technical guidance and support for validating the HIV-AIDS needs estimates and with the GHSC-PSM re-supply unit to provide technical guidance for HIV-AIDS requisitions creation and/or validation.
• Participate in the regular GHSC-PSM re-supply meetings to provide technical guidance for the coordination of the bi-monthly distribution of HIV-AIDS commodities to the USG supported facilities across the 10 departments.
• Work in close collaboration with the Data management team and the HIV-AIDS Data specialist to ensure that health facilities’ monthly HIV-AIDS consumption and stock reports data are received before the 7th of each month to allow a proper and timely health facilities needs estimates for bi-monthly re-supply.
• Work with other GHSC-PSM staff member to help identify HIV-AIDS resources and/or performance improvement needs in order to advance the goal of commodity availability at the USG supported health facilities.
• Provide technical expertise and/or support to the HIV-AIDS USG supported implementing partners (Networks) to help them plan the provision of on-site technical assistance, on-site supervision and on-site or central training in HIV-AIDS logistics and US HIV-AIDS compliance as needed.
• Maintain a logistics and US HIV-AIDS compliance training database for HIV-AIDS supported health facilities.
• Provide technical expertise and support to the Haitian Government HIV-AIDS logistics including commodity forecasting, inventory management, logistics management information system, by working in close collaboration with GHSC-PSM Quantification Advisor, the Data management team and the M&E team.
• Perform primary analysis of HIV-AIDS commodities related data and prepare timely reports, such as bi-monthly and quarterly distribution reports and share with PNLS, USG supported implementing partners, Donors and other GHSC-PSM Staff.
• Work closely with GHSC-PSM Quantification Advisor to monitor the USG pipeline for HIV-AIDS commodities.
• Work closely with GHSC-PSM warehouse team to ensure regular inventory of the HIV-AIDS commodities at the central level and proper management of the commodities avoiding expired commodities at the central level.
• Work in close collaboration with GHSC-PSM Waste Management team to ensure management of the HIV-AIDS expired commodities to repatriate to the central level for proper disposal.
• In collaboration with USAID and PNLS, organize regular meetings with the USG supported HIV-AIDS implementing partners to share information on HIV-AIDS commodities supply chain management at the central and health facility level.
• Organize the quarterly coordination meeting with PNLS and USAID and issue minutes on a timely manner with main action points and decisions.
• Provide coordination and technical support for the supply chain management of the LINKAGES & SHOPS related commodities, such as: technical support in logistics management, regular meetings with the Heads of those projects to discuss all supply chain issues, share logistics information and best practices, and prompt follow-up of the requests from those USG supported projects.
• Support the Project Monitoring Plan (PMP) and other HIV-AIDS commodities logistics related indicators reporting and monitoring by providing accurate and timely information to the M&E Team.
• Develop and monitor quarterly activity work plan to ensure the achievement of the project goal and availability of HIV-AIDS commodities at all USG supported health facilities in a timely manner.
• Participate and represent the project at meetings and workshops at the national level, related to HIV-AIDS and as needed on request of the Country Director.

- Coordinate the management of the Global Fund HIV/AIDS commodities supply chain sub-contract:
• Serve as the main liaison between the Global Fund (GF)-Principal Recipient (PR) representatives and the GHSC-PSM project for the management of their HIV/AIDS commodities and requests.
• Provide coordination within the GHSC-PSM between the Re-Supply Unit team, the Warehouse and the Distribution teams for the customs clearance, storage including inventory management and distribution of the GF supported commodities.
• Review all GF related inventory management reports issued by the GHSC-PSM warehouse and share them with the GF-PR as per the agreed upon reporting schedule.
• Work in close collaboration with the GHSC-PSM Waste management team to inventory the GF HIV/AIDS expired commodities at the GHSC-PSM warehouse and share waste management reports with the PR as requested. Provide technical guidance to GF PR for the disposal of their expired commodities.
• Coordinate with the GHSC-PSM Operation Director for the invoice process and contact GF PR as needed.

- Other activities as necessary:
• Prepare and present technical presentations as necessary.
• Mentor GHSC-PSM technical staff to develop and grow professionally in HIV/AIDS skills.
• Collaborate with the M&E Team and the Communication Officer to document best practices, stories of change and useful tools.
• Liaise with other technical staff and GHSC-PSM Home Office to share information and coordinate activities for performance and results.
• Perform other duties as may be assigned by his/her supervisor


Qualifications Requises

1. Medical Doctor with 10 years of experience
2. Experience in HIV/AIDS required including in HIV/AIDS clinical pharmaceutical management.
3. Experience with USAID- or donor-funded projects preferred; experience in Global Fund funded project a plus.
4. Working experience with Ministry of Health and demonstrated knowledge in the Haitian health sector.
5. Experience in MS Word, Excel, Powerpoint; experience in pharmaceutical stock inventory management software a plus.
6. Excellent written and verbal communication skills in French and English.


Conditions particulières

The HIV/AIDS Technical Advisor will report directly to the Health System Strengthening Senior Advisor.
