Background: The Haiti Takes Root (HTR) Initiative’s mission is to strengthen the climate resilience of Haitian communities by alleviating poverty and building natural capital using and integrated, sustainable and people-centered approach. The five-year, multi-actor Resilient Productive Landscape Project (RPL) in Nippes is being co-funded by HTR. There are multiple simultaneous projects of various size and scale in the HTR portfolio at any given time, both as an implementor and as a grant-maker.
Fonctions
Responsibilities and Duties:
• Ensure robust internal controls for programming with adequate advance planning such that smooth, timely implementation is ensured without disruption of program timelines.
• Draft and review all HTR and RPL contracts to ensure comprehensibility, enforceability. Actively manage contract terminations, handovers, and renewals.
• Depending on the situation, draft or coordinate the preparation of scopes of work for Operators, Grantees, Contractors, Consultants contracts. Particular support required to ensure clear, comprehensive RPL Operator scopes of work, which will require facilitation, coordination, and thorough review.
• Proactively manage a calendar for consultant, grantee and contractor reporting to HTR ensure timely, quality compliance. Review, request revisions, archive all grantee and contractor reporting and ensure related progress payments are processed in a timely manner.
• Prepare (draft and consolidate, edit, review) all HTR internal and external reporting, both program and financial. Proactively coordinate with internal team and external partners to consolidate report inputs, and follow up to ensure receipt with adequate time for review. Ensure timely submission in respect of internal and external deadlines.
• Provide support to HTR internal team and RPL partners to be able to efficiently navigate the RPL procurement system as outlined in the Operations Manual (including requirements of both Government of Haiti and the World Bank).
• Coordinate the preparation of annual budgets and ad-hoc budgets with program team and partners.
• Develop, review and analyze budget comparison reports and take necessary steps to ensure spending is appropriate.
• Oversight for of the monthly cash flow forecast for coherence with portfolio budgets and is planning geared toward getting best value for money.
• Coordinate preparation and review of HTR and RPL annual work plans, and quarterly and annual activity reports, including reporting on M&E indicators, advancement of program activities, and achievement of work plan objectives.
• Schedule periodic team meetings for program review and planning, including procurement plans, using an interactive and team based approach. Facilitate and follow up on planning exercises.
• Ensure compliance with J/P HRO policies and procedures and, as relevant, GOH and donor requirements.
Qualifications Requises
Qualifications:
• A university degree and at least seven years of experience, with at least five years in grant/contract management on complex integrated development projects. Additional program / project management desirable, particularly with field-based experience and/or consortium management in Haiti.
• Excellent organizational skills and methodical thinker, with attention to detail.
• Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
• Experience building budgets and analyzing financial reporting. Familiar with basic accounting as relates to financial management.
• Experience contracting and managing consultants and vendors, international and domestic.
• Demonstrated ability to work as an effective team member in a complex and fast paced environment.
• Demonstrated ability to interact professionally with diverse stakeholders and beneficiaries.
• Experience with oversight and internal controls for rural infrastructure projects, and familiarity with social and environmental safeguards highly desirable.
• Experience with oversight and internal controls for Operators on large and/or complex integrated development projects desirable.
• Excellent interpersonal and communication skills (verbal and written).
• Fluency in French, English and Haitian Creole.
• Facility in MS Office softwares necessary. Visio, Project, or statistical softwares also valuable.
Conditions particulières
Relationships:
• Internal: Manage the HTR team members responsible for operations, logistics and administration, support and guide them to work effectively with internal finance, compliance, human resources, and procurement functions for best program implementation. Liaise with internal and RPL monitoring and evaluation team to ensure efficient, high-quality data capture and analytics. Backstop the Executive Director and serve as interim Executive Director in her absence.
• External: Key partnerships include the World Bank, MARNDR, MDE, CIAT, AFD as well as other HTR coalition members that include national and local-level GOH, donors and NGOs.
