Introduction

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Overall responsibility. – The Supply Network Coordinator will oversee the entire supply delivery process to the sites under the Global Supply Chain Director supervision. He/ She will supervise data calculation process, distribution and supply delivery until the last mile. He/ She will work in close collaboration with all program technical Advisors to ensure that calculation made are accurate and respond to site’s needs. Based on data analysis of sites reports, he/ she will coordinate targeted sites visits to address identified weaknesses accurately. He/ She will work closely with the Quantification Manager for accuracy of requisitions. He/ She will ensure that distribution plan is implemented on requested time and mechanisms are followed for uninterrupted availability of commodities to USG and partners supported sites. He/ She will lead quarterly regular meetings with all services delivery partners ensuring their participation in strengthening logistic management stock system at supported sites. He/ She will plan supervision with the team to guarantee commodity security of PSM products at USG sites. He/ She will also be accountable for monitoring the implementation of preventive and corrective action. He/ She will oversee the health facilities HIV/AIDS, MCH and FP commodities replenishment process. He/ She will work closely with the Warehouse Management Team and the Senior Technical Compliance Advisor for drug registration and importation waiver requests toward the DPM/MT. He/ She will submit timely relevant reports to Country Director and other appropriate team units.


Fonctions

Tasks:

Specific tasks to be completed under this SOW are as follows:

- Coordination of re-supply of sites. -
 Lead coordination meetings ensuring that re-supplying activities are, as possible integrated, well planned for all categories of products regarding their lead time and stock available at sites: Regular distribution of commodities, products with short shelf life, close to expired and slow movers.
 Share with the Country Director and all technical units Chiefs in advance the re-supply integrated plan for their respective follow-up.
 Coordinate emergency distribution to respond to PSM Client requests or site’s needs.
 Participate on request to other internal or external meetings.
 Collaborate with Project Performance Monitoring and Evaluation team for Data Validation or DQA process.
 Participate, on request, in technical working groups lead by the MSPP, regarding Supply chain.

- Provide leadership for data analysis and calculation process. –
 Lead the managing data process used to ensure that distribution, quantification and procurement of medicines, tests and laboratory supplies for the HIV program are accurate.
 Ensure that stock inventory and patient data reports are collected on time and analyzed to prepare stock requisitions and recommend corrective measures for TA plan that will be done by Supply Delivery Management team.
 Ensure that data is accurately entered into the database, by the deadlines, following established department procedures.
 Oversee that calculations for every two months routine distribution to sites are properly done and validated by relevant technical staff.
 Identify proactively with the team data problems, make recommendations to other members of PSM team or implement directly appropriate solutions.

- Provide leadership for re-Supply Delivery process
 Ensure that a 2 months plan is elaborated by central and departmental Supply Chain Monitors to provide close technical assistance and formative supervision to sites in drug stock management and compliance to LMIS standards.
 Ensure that requisitions are prepared and validated on a timely manner.
 Review and analyze supervision or sites visits report and share relevant recommendation with the Country Director and other relevant GHSC-PSM Management members.

- Provide leadership of distribution
 Oversee the distribution process and ensure:
o Effective and timely dispatch of the health products to the sites.
o Plan contingency distribution responds to emergency and are well organized even by not using the 3PL companies.
o Trucks are inspected and respond to criteria before loadings.
o All the PODs are approved before loading the trucks and having the drivers sign them.
o Distribution team understand their entire responsibility for complete delivery of products loaded at their destination.


Qualifications Requises

Job Qualifications
 Medical Doctor or Pharmacist with 10 years of experience
 Working experience with Ministry of Health and demonstrated knowledge in the Haitian health sector.
 Experience with Departmental Directorates and Public and private service delivery institutions.
 Experience with USAID- or donor-funded projects preferred;
 Proven ability to collaborate, and work in a team
 Excellent communication skills
 Experience in mentoring or supervising
 Ability to speak Creole and French, good knowledge of English
 Demonstrated organizational skills
 Knowledge in MS Word, Excel, PowerPoint;
 Willingness to work flexible hours and schedule


Conditions particulières

The Supply Network Coordinator will report directly to the Global Supply Chain Director.
