Fonctions

Function

This position will support the Better Work Haiti Chief Technical Advisor in (1) supervision of the technical team on core service delivery at the factory level, (2) coordination and engagement with tripartite stakeholders including further development and implementation of the program’s broader influencing or policy agenda, (3) collaboration with the ILO sub-regional office and other relevant ILO projects, (4) and oversight of the program’s monitoring and evaluating activities.

Supervision and Guidance

The position reports to Better Work Haiti Program Manager who is based in Port-au-Prince, Haiti. The position requires a high level of independence. Judgement, initiative and creativity are required in adapting and translating project tools and approaches at the enterprise level (supervising BWH core services, i.e. assessments, advisory and training services), and the sectoral level in collaboration with national constituents in order to ensure coherence of the programme’s services. The work product is controlled by the supervisor for technical soundness and appropriateness.

Responsibilities

1.Act as part of the BWH management team, represent the program, and provide operational oversight of the programme’s services and deliverables. Contribute creative ideas for program development and assist the Program Manager in supervising the programme overall.

2.Provide oversight for the program’s core services, ensuring of NOA’s factory visits and other data in Better Work’s information management system (STAR). Undertake supervisory duties and in-depth consultancy services on the basis of initial work done by NO-A Officials. Coach team members and lead meetings on a regular basis to ensure consistency in delivery of all core services and providing technical advice.

3.Supervise NO-A officials on all core services in the framework of a systematic Better Work quality assurance system. Conduct regular shadowing of NO-A officials according to BW QA/QC guidelines and write observation reports. Follow-up on findings from the shadow visits through targeted training and coaching to NO-A officials. Liaise closely with the technical team of Enterprise Advisors to align sectoral interventions with factory level needs.

4.Assist on the production of a number of high standard reports in English such as reports related to factory compliance performance, the biannual synthesis reports, donor reports, and other ad hoc reports

5.Proactively support mature industrial relations and support social dialogue and tripartism in Haiti’s garment sector. Coach team members in core services on issues related to freedom of association and collective bargaining and plan, organize, and facilitate workshops – on behalf of BWH alone and/ or in cooperation with other partners such as international union organisations, ACTRAV etc.
-in order to strengthen the maturity of industrial relations in Haiti.

6.Together with the Office of the Labour Ombudsperson, and in collaboration with the Program Manager of BW Haiti, take a lead role on administration of the sectoral social dialogue roundtable, to ensure regular meeting of this forum as well as timely delivery of meeting agendas and minutes.

7.Monitor progress of the program by reviewing, verifying and analysing work plans and data, and proactively contribute ideas and input that is relevant for Better Work Haiti’s expansion and sustainability; Identify problems, propose solutions and action and follow-up with relevant colleagues at national, regional and headquarters level, implementing partners, government offices, constituents and other organizations to expedite implementation and meet targets.

8.Plan, organize, and facilitate consultative meetings, seminars and workshops with stakeholders, international and local buyer representatives, employer representatives, unions, donors, and others as part of the program’s influencing agenda, and liaise with the national constituents (particularly Ministry of Social Affairs and Labour, Ministry of Commerce, Employers’ Associations and Trade Unions), develop and coordinate joint programmes in accordance with the BWH Project document and ILO Haiti Decent Work Country Programme, and liaise the finalization of BWH synthesis reports with the national constituents.

9.Provide technical advice and input into the development of Better Work research agenda, the project’s monitoring and evaluation strategy, internal knowledge management, overall programme’s strategy and other products;

10.Liaise with other relevant ILO projects in Haiti office to ensure effective collaboration and coordination and to maximize the impact of ILO activities in the country.

11.Other duties as required by the supervisor.




Qualifications Requises

Education
A first level university degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.

Experience
At least three years of professional experience in the garment industry, in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field.

Languages
Fluency in Creole and French. Excellent command of English both verbal and written. Spanish is an asset.

Required Competencies

1.Good team management skills, with a strong focus on building staff skills through a participatory approach. Ability to solve complex operational problems through negotiation and conflict resolution. Being able to deal with resistance.

2.Good communications skills, both oral and written and an ability to deal with people with tact and diplomacy;

3.Good analytical skills;

4.Good knowledge of the Haitian labour law and regulations;

5.Good group facilitation, interpersonal and conflict resolution skills and capacity to deliver classroom training. Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage;

6.Understanding of enterprise level human resource, production and quality systems;

7.Good understanding of corporate social responsibility and labour compliance issues in global supply chains;

8.Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/consultants;

9.Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part the responsibilities of the post;

10.Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team;

11.Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs.

12.Good organizational skills and good interpersonal skills with a proven ability to tackle challenges with a range of internal and external partners
