CMMB-Haiti is seeking a suitable candidate for the position of Procurement Officer.

The Position
Reporting to the Director of Finance & Administration, the Procurement Officer will provide high quality procurement leadership, advisory services and hands-on support for all program activities, office operations and international medical donations


Fonctions

General:

 In consultation with the Director of Finance & Administration, Program Directors and US International Medical Donations Team, ensures the timely and efficient purchase and delivery of program and office goods and services, and international medical donations, in line with established CMMB procurement policies and business procedures.
 Provides comprehensive guidance and hands-on support to CMMB-Haiti operations and program staff on all planned purchases, consignments, contracts, lease agreements and international medical donations.
 Acts as the central focal point and repository for the preparation & processing of all program and operations related purchase requests/orders, contracts and lease agreements; as well as related inspections, receiving reports, customs pre-clearance, storage and distribution activities.
 Ensures that written quotations, blanket purchase authorizations and requests for proposals (RFPs) are received, processed and approved in line with established procurement policies and procedures.
 Maintains the authorized list of approved vendors in line with established procurement policies and procedures.
 Serves as Secretariat to the Local Procurement Committee, ensuring the timely and orderly scheduling of meetings, distribution of relevant documents and preparation of minutes.
 Manages & issues monthly reports using prescribed procurement, vendor and asset management software.
 Assists in program reviews & project formulation activities, and supports partner & annual audit preparations
 Conducts research on specialized goods and services, and performs miscellaneous duties as directed by the Director of Finance & Administration

International Medical Donations:

 Maintains continuous communications with CMMB HQs and CMMB-Haiti partner organizations and health facilities (beneficiaries), in consultation with CMMB-Haiti staff, ensuring: (i) timely completion of consignee applications and agreements; (ii) collection of information on health facilities needs and operations (supply chain); and (iii) timely compliance with CMMB’s end to end reporting requirements.
 Acts as the local focal point of the International Medical Donations Program for CMMB-Haiti’s in-country network of health facilities (beneficiaries) falling under the Sante, ALESIDA and CHAMPS programs, ensuring the timely and efficient processing of initial consignment offers, responses, allocations, and related customs pre-clearance, receipt, storage and distributions activities.
 Acts as the local focal point for CMMB’s International Medical Donations Program for consignments made directly to second parties (Food for the Poor, Cross International & other international & local NGOs), monitoring the timely and efficient processing of allocations, and related customs pre-clearance, receipt, storage and distribution activities to their network of beneficiary organizations/health facilities
 Maintains CMMB’s online Warehouse Management System, ensuring that all consignment allocations and downstream activities (customs pre-clearance, receipt, storage, distribution, reporting and inventory management) are recorded and monitored on a timely basis for accuracy and completeness.
 Compiles and regularly updates lists of all in-country health facilities (beneficiaries) receiving medicines & medical supplies, both directly through CMMB’s in-country network, and indirectly through second party consignee in-country networks.
 Performs local site monitoring visits of: (i) CMMB’s in-country network of beneficiary health facilities; (ii) second party consignee customs pre-clearance, warehousing and distribution operations; and (iii) related consignee beneficiary organizations/health facilities.
 Provides hands-on training and procurement support to Cap Hatien and Cotes de Fer staff on all supply chain management related activities
 Prepares trend analyses and collects stories of individuals impacted by medical donations


Qualifications Requises

 Diploma in Business Administration, Purchasing, Logistics or Supply Chain Management
 At least 5 years of relevant experience, preferably with an International NGO
 Good knowledge of best procurement planning and business practices
 Excellent oral and written communication skills in French, English & Creole
 Proficiency in MS Office
 Strong organizational and negotiation skills
 High level of integrity
 Ability to coordinate the work of others while managing concurrent procurement activities with tight deadlines
 Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
