Introduction

The Haiti Water and Sanitation (WATSAN) project aims to ensure sustainable, safe, and affordable water and sanitation services to stem the spread of cholera and other water-borne diseases. Specifically, the Project will focus on increasing access to safe water and sanitation services in government of Haiti (GOH) identified priority cholera “hotspot” communes and in communes recovering from cyclical disasters such as Hurricane Matthew.
WATSAN is looking for the services of an Environmental Compliance Specialist, for its office in Cap-Haitian. The Specialist will support the Environmental Assessment (EA) process and oversee the implementation of the Environmental Monitoring Mitigation Plan (EMMP) to help reduce or eliminate the potential environmental impacts of the project and verify that the mitigation measures are implemented and effective.


Fonctions

• Completed screening forms for all grant activities and other project activities that require environmental review;
• Annual environmental reporting per EMMP
• Prepare a comprehensive Quarterly Environmental Compliance Report detailing the activities of the Environmental Compliance Team and the EC relevant activities of WATSAN
• Prepare reports and papers on specific environmental issues to be requested by the CTSM and the Chief of Party.
• Ensure that all projects activities comply with climate risk reduction measures that will be outlined in the PEA and/or subproject EAs.
• Oversee the proper execution of environmental management grants, QIPS and subcontracts awarded by WATSAN and ensure collaboration between the implementers.
• Prepare an annual Action Plan and Calendar for the Environmental Compliance Team based on the WATSAN Work Plan.


Qualifications Requises

• Advanced degree in a relevant field (graduate level: doctorate, master’s, etc.) with 5 years of relevant professional experience, or bachelor’s degree with 7 years of similar experience;
• Strong experience producing documentation to comply with USAID environmental regulations; or with other donors;
• Experience producing technical reports and managing data;
• Understanding of quantitative data used for monitoring and reporting;
• Excellent interpersonal and leadership skills.
• Spoken and written fluency in English and French;
• Working ability in Haitian Creole preferred;
