Introduction
Develops plans and programs for the use of land, use planning to create communities, accommodate growth, or revitalize communities. He/She will work in the Housing Development Unit and will be responsible for performing specialized and complex assignments in underwriting affordable housing financing, overseeing housing and urban development projects design for Habitat for Humanity Haiti. This position requires the use of independent judgment and problem-solving techniques and requires considerable knowledge of affordable housing financing and urban planning, as well as the housing polices in Haiti. In addition, this position may be required to have program management responsibilities over a program/project area and have mentoring responsibilities over staff.
Fonctions
• Interact with public officials, developers, and the public regarding development plans and land use
• Gather and analyze economic and environmental studies, censuses, and market research data
• Conduct field investigations to analyze factors affecting land use
• Assess the feasibility of proposals and identify needed changes
• Present projects to planning officials and planning commissions
• Stay current on Haiti zoning or building codes, environmental regulations, and other legal issues
• Implements housing/community development programs for housing rehabilitation and community revitalization
• Prepare Master plans for housing construction sites.
• Prepare Physical layout plans for residential development plans.
• Conduct of Socio-economic impact assessment and Demographic studies.
• Direct and control the Process of Housing Project Development.
• Prepare feasibility reports and planning briefs.
• Conduct Disaster Risk Assessment and Emergency Management.
• Prepares timely, complete, accurate and concise written technical documents, including the preparation of reports for Management decision and approval.
• Performs a variety of administrative duties including: preparing housing project proposals and budget for resource mobilization.
• Build the capacity of technical team and HFHH management team in housing and development programs.
• Plan, coordinate, and oversee community development housing construction and rehabilitation programs.
• Design entire communities, including subdivisions other relevant spaces.
Qualifications Requises
• University degree in Urban Planning, Engineering, landscape architecture, or a related field.
• Minimum of three (3) years of experience in leading Urban planning, and housing development programs.
• Experience of projects involving several partner organizations.
• Good written French and English, analytical and editing skills to record and communicate in country learning.
• Clear verbal and written communication with a diverse range of stakeholders including chairing of meetings and facilitation of learning events.
• Excellent networking skills.
• Ability to prioritize own workload, to work independently, to work to deadlines and enable others to do the same.
• Understanding of the current state of the humanitarian sector.
• Knowledge of humanitarian response and management, urban design and development.
• Ability to travel nationally where appropriate for the project several times per year.
• Experience of coordination or supervisory responsibilities,
• Knowledge of specific approaches to humanitarian response in urban areas such as area-based approaches, tenure issues, market support, municipal infrastructure rehabilitation, municipal disaster management and preparedness.
• Demonstrated capacity in using at least two urban design software tools (AutoCAD, Sketchup, CityCad, Modelur, Lumion and Photoshop etc.
