Introduction

Knowledge Management & Learning Advisor reports directly to the Gender and Empowerment Advisor/PQL Team Leader.

The position has three main roles: Staff Management, Direct support to Programmes, and Strategic Planning/Implementation.

Direct support to Programmes (Technical Assistance): Improve M&E and impact measurement systems and well as mainstream good governance and accountability practices. In all activities gender and women’s empowerment must be mainstreamed.

Strategic Planning/Implementation: the position will support the Country Office transition from a project to a program approach. This will necessarily involve the development of key learning strategies and documents related to M&E, knowledge and learning, and data management as well as participation in a programme or proposal design team.

It is envisioned that success will be achieved through a hands-on approach that will require a high level of skills in leading teams, coaching and mentoring, and an ability to influence and facilitate change through outstanding interpersonal and communication skills. It will also require the ability to mainstream cross-cutting issues like gender and DRR into regular programming.


Fonctions

Direct support to Programmes (Technical Assistance) 60%
Will play an integral role in CARE Haiti by providing leadership to the Country Office in areas related to Knowledge Identification/Generation, Knowledge Retention, and Knowledge Sharing approaches to strengthening program quality and cross-sectorial collaboration among CARE Haiti’s programmatic areas. The position will involve time spent building the capacity of program staff through training facilitation, coaching/mentoring, and providing other types of technical assistance.

The Knowledge Management and Learning Advisor will provide guidance to M&E staff to ensure the CO can demonstrate impact against agreed-upon gender-sensitive indicators and that the impact is being measured and reported. This will include the development and implementation of tools and systems.

• Technical Support
o Provides support/guidance in the selection of evaluators, modification of generic terms of reference evaluation teams;
o Assists project staff in undertaking baseline, studies, evaluations, and PMPs;
o Actively participates in processing, analyzing and/or reviewing of findings of baseline. Endline, KAP, etc;
• Ensure reporting organizational or project performance with M&E collaborate on analysis and completion of CHARM and/or PIIRS, as well as any necessary Government of Haiti reporting (once a year for each)
• Lead M&E Team bi-monthly meetings and organize sessions about knowledge management and learning, rolling out best practices and lessons learnt
• Regularly visit field office sites and projects to ensure M&E is being implemented effectively by all staff.
• Promote and train staff on techniques for gathering and sharing knowledge, mainstreaming gender and other cross-cutting issues like DRR.
• Update the Knowledge Management Strategy as needed to better reflect gender and DRR issues
• Coordination process of documentation and systematization of best practices and challenges in the implementation of the project for CARE and our partners and capture models for replication.
o Work closely with the M&E Team in visiting the field to interview beneficiaries and other stakeholders including GOH in order to draft success stories and document the project’s achievements and impact on the target populations.
o Initiate and facilitate the roll out of any techniques that can inform about implementation and results
• Ensures the documentation and communication of new developments within the organization, with partners and other stakeholders.
• Actively participates in networking and advocacy in Haiti and outside related to KM/L and M&E.

Strategic Planning/Implementation 35%
This position contributes significantly to the Country Office’s commitment to long-term, quality programming by contributing to strategic planning, and advancing impact measurement.

• Oversee adaptation of CHARM or development of new beneficiary tracking system and impact measurement tools/system (including mapping).
• Coordinate and submit the GoH and CARE USA annual reports.
• Coordinate the development and implementation of the Country Office Learning Agenda which will drive the thematic focus of learning each year.
• System reflection on collected data and data collection (Triple loop learning question: are we doing things the right way? Are we doing the right things? How do we know they are right?) :
• Work closely with Gender and Empowerment Advisor to collect, analyse and document information on gender
• Maintain a Consultant Database.
• Develops and maintains comprehensive project evaluation tracking sheet as well as submit a copy of all evaluations to CI.
• Review of concept notes and assistance with proposal or programme development from an M&E and KM perspective and provide inputs on narrative and cost proposals.
• Support the integration of research and learning elements into programmatic design, implementation, monitoring and evaluation.
• Provides technical assistance to ensure that newly developed or redesigned projects reflect CARE’s program principles and project standard and ability to measure impact by participating fully in the project design process, and participating in processing and analyzing data collected via assessments / surveys and providing recommendations based upon analysis results;
• Participate as necessary in project Start-up Workshops

• In collaboration with the communications team, coordinate, generate and produce knowledge products, tools, and resources.

Emergency Preparation & Response 5%
• Serve on ERT as necessary
• Participate in all relevant Emergency Preparation and Response meetings


Qualifications Requises

Qualifications :
Required: Bachelor's Degree in International Development, Economics, Statistics, Planning, Demography or a relevant field
Desired: Master's Degree in International Development, Economics or a relevant field

Experiences :
Required
• Minimum University degree in social sciences, statistics or other closely related disciplines with additional training on M&E
• At least 5 years of relevant work experience in program monitoring and evaluation with a gender lens
• Minimum 4 years’ experience in designing and implementing practical monitoring and evaluation systems in developing countries or related context.
• Extensive knowledge of statistics
• Proficiency in using professional statistical analysis software packages is required (SPSS, Stata, SAS or R)
• Demonstrated experience in the use of mixed methods for analysis
• Experience in tool development (quantitative and qualitative)
• Experience in the development of participatory monitoring systems involving children/ adolescents and low-literate adults
• Experience in setting up electronic data collection systems and operating remote data collection systems (including remote quality assurance)
• Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
• Ability to support and advise non specialist colleagues, communicate complex ideas clearly.
• Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
• Ability to summarise and synthesise learning into plain written and verbal English and French and contribute to high quality publications.
• Excellent interpersonal and cross-cultural communications skills
• Ability to work independently and as a virtual team member

Conditions de travail

The Knowledge Management & Learning Advisor will be based in Port-au-Prince. The Advisor will be expected to travel approximately 30% of the time in-country.
