MatCH Health Systems is a division of the Wits Health Consortium under the School of Public Health of the University of the Witwatersrand. MatCH is committed to supporting the millennium development goals aimed at gender equity, maternal and child health and combatting HIV. These guide our work which focuses on sexual and reproductive health and HIV treatment and care.
MatCH is a consortium partner implementing the EQUIP project. EQUIP is an international grant to implement projects in five key solution areas - innovative models of ART service delivery; innovative approaches to support viral load scale-up; strategies and technologies to more effectively identify and link patients to treatment, foster ongoing adherence and retention; identify approaches that respond to the needs of key populations and promising “Test and Start” strategies in countries in Africa, South East Asia and the Caribbean.
MatCH is currently looking for the following staff to join their Health Systems Team based in Haiti.
Fonctions
Under the leadership of the ME Advisor, the incumbent will support all aspects of monitoring and evaluation including implementation plans, data quality, drafting and updating M&E plans, reviewing data, reporting and operations research. This position will also provide technical support to implementing partners to reinforce data collection, data quality assessment and reporting at the site level. The incumbent will also liaise with internal and external stakeholders and support capacity building activities for data management and M&E with a focus on data utilization.

Key Performance Areas:
•Data analysis and utilization.
•Conduct quality assurance and improve the quality of data reported by the supported IPs and facilities.
•Training & capacity building for M&E team & clinical staff of supported IPs and facilities.
•Technical support to the Ministry of Health at the District DOH & Provincial DOH on M&E and data utilization.
•Provide onsite technical assistance to improve data collection, reporting and data utilization for clinical and programmatic decision.
•Participate in stakeholder meetings, events and campaigns.
•Support planning and implementing evaluations, operation researches and assessments
•Effective self-management and performance ownership.
•Attend workshops, webinars and other training offered by USAID and Partners
•Other Monitoring and Evaluation functions as needed
Qualifications Requises
Required education and training:
•Diploma or Bachelor Degree in the Monitoring and Evaluation field.
•Driver’s licence and own transport
•Fluency in French and Creole (required), and English (preferred)
Minimum work experience:
•5 years’ experience in the Monitoring and Evaluation Field.

Desirable additional education, work experience and personal abilities:
• An advanced graduate degree in a related field of study, e.g. Statistics, Public Health, Epidemiology, Social Science, Economics, Research methods or relevant discipline
• Advanced computer skills in Excel, Word processing, Database management, SPSS or other statistical packages
• Ability to design M&E tools, surveys, surveillance systems, and evaluations
• Demonstrated ability to train and build capacity of others
• Excellent verbal communication skills, strong writing and analytical skills
• Solid organizational skills and capacity to prioritize and work productively and accurately while under pressure
• Flexible work attitude and capacity to work both in a team environment and independently
•Willingness to travel extensively including in remote area
•Previous experience in overseeing ME activities in the HIV/AIDS program is a plus
•Previous experience providing coaching or ensuring data quality/validation for supported sites is a plus
•Demonstrated Training in information systems is a plus
•Demonstrated experience and understanding of PEPFAR reporting requirements, preferred;
•Experience working in Haiti on donor-funded programs, preferred.
