Introduction

Santé is a program of the United States Agency for International Development (USAID) in Haiti implemented by Caris Foundation International, Catholic Medical Mission Board (CMMB), Haitian Health Foundation (HHF). Santé works in close collaboration with partners nationwide to support the Ministère de la Santé Publique et de la Population (MSPP) in ensuring health service delivery in over 160 clinical sites and in the community. Santé works in all ten Departments in Haiti, including the major inhabited islands.


Fonctions

The DCOP/programs will be responsible for managing the project team and providing strategic leadership support to the chief of party. The DCOP is an important member of the Haiti-based team who will oversee a large-scale USAID initiative that supports Haiti health service delivery nationally, with a focus on reproductive health, child and maternal health, and HIV. The DCOP will lead on technical aspects of the grant as well as supervise staff working on the program and the relationship with consortium partners, the Ministry of Health, and USAID. This individual will ensure all project deliverables and operations are met from technical aspects in line with the workplan. Other primary responsibilities include management of the project workplan, coordination with HR for hiring of program staff, and overseeing coordination with communications for any public announcements.


Qualifications Requises

The ideal candidate has:
• Advanced degree (MD/DO, Masters, or PhD) in health, social sciences, or a related field required.
• At least 8 years of relevant experience in working in health system strengthening, health financing and governance, maternal and child, reproductive health, family planning, and/or HIV projects.
• Proven leadership and management skills experience to effectively and efficiently implement a project in health systems strengthening or RMNCH projects working with multiple stakeholders.
• Demonstrated ability to advise host country officials at the ministerial level, and create and maintain effective working relationships with international and local stakeholders, NGOs, local partners, and U.S. Government agencies
• Direct experience in Haiti or resource poor setting strongly preferred.
• Excellent organizational skills: ability to manage complex projects from creation to completion, plan and prioritize multiple deliverables, and coordinate teams to meet deadlines.
• Experience managing and mentoring staff.
• Experience managing large budget.
• Proven ability to exercise diplomacy and work well with a diverse team and staff across departments.
• International work experience and/or with international development assistance projects a plus.
• Willingness to travel 30%-40% of the time throughout Haiti.
• Excellent English and French language skills (speaking, writing and reading) required. Creole a plus.
