Introduction

: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under three of the project’s task orders: HIV/AIDS -TO1, Population and Reproductive Health -TO3, as well as Maternal and Child Health/Zika -T04) to provide commodities and supply chain technical assistance.


Fonctions

The GHSC-PSM Technical Advisor will assist the Country Director in coordinating project technical programmatic aspects such as Health System Strengthening, Commodities forecasting, quantification and procurement plans. As the technical arm of the country director, he/she will ensure that technical activities are adequately implemented and respective teams are fulfilling critical supply chain tasks as planned to deliver uninterrupted health commodities. To achieve this requirement, he/she will work closely with all the technical units to ensure that GHSC-PSM Haiti utilizes effective systems to collect project information, supply chain data and contractual data; along with the GHSC-PSM Haiti Country Director, he/she will ensure that this information is used for decision making and project improvement. On request of the country Director, he/she will represent GHSC-PSM at MOH, USAID and other stakeholders’ meetings.

Specific duties and Responsibilities

1. Supply Chain Management and Support

a. Strategic planning
 Assist the Country Director in organizing and managing technical activities concerning provision of products for the care and treatment of HIV/AIDS – RH/FP - MCH, including product selection, monitoring and tracking of orders in collaboration of respective units’ managers.
 Provide active supervision and continuing implementation of the MMS strategy.
 Recognize the need for, arrange, and assist with assessments of supply chain programs in-country to determine system strengths and weaknesses and identify technical assistance gaps that GHSC-PSM Haiti can address.
 Working with the Country Director, develop, and implement an annual workplan and budget in conjunction with the USG team, host-government Ministries of Health and other cooperating agencies; lead budget and workplan updates quarterly.
 Assist the Country Director in yearly elaboration of COP Plan and Budget.
 Together with the Country Director and in accordance with the USG Country Operational Plan for Haiti, identify, assess and pursue opportunities for technical assistance activities and capacity building that can be provided by GHSC-PSM Haiti;
 Assist in the Management of short-term technical assistance (STTA) and results obtained.
 Work with the M&E Team to review, analyze and discuss performance indicators for decisions making.
 Review reports units and take decision on annual project planned activities
 Report results of technical assistance on a regular basis to USG team, Chemonics home office, the Country Team and other stakeholders.
 Provide direct in-country technical assistance, as appropriate within areas of expertise.
 Coordinate and oversee health systems strengthening activities to be implemented by GHSC-PSM in Haiti.
 Maintain closed relationship with USG Team, MOH and all stakeholders to ensure uninterrupted availability of commodities at sites.

b. Forecasting/Quantification and Procurement: In collaboration with Units ‘Managers:

 Ensure that technical assistance is provided to MOH for National quantification and supply planning for HIV, LAB, RH/FP are done as well as semi-annual supply plans updates of health commodities.
 Work with PSM Technical Procurement HO to manage clients’ expectations and needs (USAID and CDC)
 Ensure that quarterly update and submission of supply plans to support global PSM procurement decisions are done and shared with the mission and HO.
 Ensure that quarterly reports on distribution and M&E are elaborated and shared with all relevant institutions and clients
 Work with procurement team in developing requests for quotations, selection of vendors, execution of purchase orders, and confirming receipt of goods.
 Participate in routine calls with HO on Technical Procurements to ensure respect of requested delivery dates.
 Actively participates in decision making and problem-solving solutions regarding all technical procurement issues.

2. Coordination and Information Sharing

 Coordinate with partners and other USG-supported cooperating agencies in Haiti on joint technical work; ensure that necessary communication for effective collaboration takes place.
 Develop and maintain an understanding and appreciation of the historical, political, economic, demographic, and public health issues in Haiti.
 Assist the Country Director in maintaining effective communications within the in-country GHSC-PSM HAITI team.
 In coordination with the Country Director, develop an effective process for responding to requests from the USG and host country institutions that is client-centered and complies with GHSC-PSM HAITI strategic objectives.
 Assist and actively participate in 4-corners calls (PSM HO, USAID Mission, USAID Wash and PSM FO) as well as coordination meetings with the mission locally


3. Delegation of authority

 The GHSC-PSM Technical Advisor can perform any other tasks as directed by the Country Director.


Qualifications Requises

 Medical or Pharmaceutical degree with a minimum of 10 years’ experience in public health sector or HIV research.
 Advanced degree in public health, business, management, or equivalent relevant experience
 Excellent experience in Health Programs Management specifically Health Supply plan, HIV and Reproductive Health/Family Planning.
 Experience with health systems strengthening activities required.
 Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements.
 Excellent cross-cultural communication and interpersonal skills; ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
 Proven leadership experience and capacity to organize, motivate and coordinate teams.
 Fluency in French and English is required. Proficiency in Creole preferred.
 Excellent ability to prepare reports and presentations using advanced computer skills (Microsoft Excel, Word & PowerPoint)
