The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
The Programs, Planning and Procurement Director is responsible for strategic planning, forecasting, supply planning, procurement (including targeted local procurement as well as initiating international procurements through the home office) and technical advice on the HIV, Family Planning and Laboratory Programs. To this end, the Programs, Planning and Procurement Director provides leadership and guidance to the Technical Procurement, Quantification and forecasting, Laboratory, HIV/AIDS, Family Planning/Maternal Child Health, and Laboratory teams. The Programs, Planning and Procurement Director is also responsible for supervising the Technical Advisor seconded to the Ministry of Health as well as overseeing the Coordination Unit for the MOH/ SNADI and the regional supply chain advisors in the 10 sanitary departments.
The Programs, Planning and Procurement Director is accountable for ensuring that activities are implemented in compliance with the terms of the GHSC-PSM contract and by deadline. With the GHSC-PSM Haiti Senior Management Team, s/he ensures that resources are allocated efficiently to meet objectives and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
The Programs, Planning and Procurement Director collaborates with and supports the GHSC-PSM Haiti Senior Management Team to plan and manage technical aspects of the Project related to strategic planning, forecasting and supply planning, procurement, health systems strengthening, and technical assistance provision. The Programs, Planning and Procurement Director works closely with the Senior Management Team and other members of the GHSC-PSM Haiti Project Team to ensure that GHSC-PSM Haiti utilizes effective systems to collect project information, stakeholders supply chain data and contractual data; along with the GHSC-PSM Haiti Senior Management Team, s/he is responsible for ensuring that data from sites are used for decision making and supply chain management improvement.

Principal Duties and Responsibilities (Essential Functions)
1. Forecasting and Quantification
• Provide technical leadership and support on national quantification and supply planning of health commodities and semi-annual supply plan updates of health commodities.
• Work with Implementing partners and Federal Ministry of Health to agree on assumptions and provide technical leadership on forecasting and supply plan development activities for health commodities.
• Liaise with Global PSM Procurement unit to manage clients’ expectations, needs and to develop commodities supply plan.
• Ensure the quarterly update and submission of supply plans to support global PSM procurement decisions.
• Identify and coordinate capacity building activities on commodity forecasting and supply planning.
2. Procurement
• Lead the procurement team in developing requests for quotations, selection of vendors, execution of purchase orders, and confirming receipt of goods.
• Work with Procurement Manager to ensuring that all applicable FAR and Targeted Local Procurement guidelines are followed and all required waivers and documentation is in place.
• Ensure the tracking incoming shipments, reviewing completeness and accuracy of shipping and Proof of Delivery (POD) documentation, and confirming arrival of the right quantity and quality of delivered GHSC-PSM consignments.
• Maintain auditable records for all Field Office managed procured items, including approved supply plans and supporting documentation.
3. Supply Chain Management and Support
• Working closely with the Senior Management Team, organize, and manage technical activities concerning provision of products for the care and treatment of HIV/AIDS, including product selection; monitoring the fulfillment of orders by suppliers; tracking of shipments to clients; expediting freight forwarding and customs clearance.
• Recognize the need for, arrange, and assist with assessments of supply chain programs in-country to determine system strengths and weaknesses and identify technical assistance gaps that GHSC-PSM Haiti can address.
4. Technical Assistance and Capacity Building
• In collaboration with the Senior Management Team, identify and utilize in-country capacity to achieve project results and support sustainability of activities and impact.
• Together with the Senior Management Team and in accordance with the USG Country Operational Plan for Haiti, identify, assess and pursue opportunities for technical assistance activities and capacity building that can be provided by GHSC-PSM Haiti; leverage GHSC-PSM Haiti core capacities to achieve results and meet stakeholder expectations.
• Organize and manage activities related to the provision of short-term technical assistance (STTA).
• Report results of technical assistance on a regular basis to USG team, Chemonics home office, the Country Team and other stakeholders.
• Provide direct in-country technical assistance, as appropriate within areas of expertise.
5. Coordination and Information Sharing
• Coordinate with partners and other USG-supported cooperating agencies in Haiti on joint technical work; ensure that necessary communication for effective collaboration takes place.
• Develop and maintain an understanding and appreciation of the historical, political, economic, demographic, and public health issues in Haiti.
• In coordination with the Senior Management Team, develop an effective process for responding to requests from the USG and host country institutions that is client-centered and complies with GHSC-PSM Haiti strategic objectives.
• Maintain a schedule for programmatic reporting. Review and submit required reports.
• Support program staff in the planning of project activities, ensuring adherence to technical standards, best practices and USAID guidelines.
6. Quality Assurance
• Support the Senior Technical Advisor and Quality Assurance GHSC-PSM plan by contributing to the respect of norms and standards for Quality Assurance improvement within GHSC-PSM
7. Lab
• Organizes the Lab component including the implementation of Viral Load as a key approach at the national level
Qualifications Requises
• Advanced degree in public health, business, management, or equivalent relevant experience
• A minimum of 6 years supply chain management experience required; experience in public health or supply chain related projects strongly preferred.
• Experiences with health systems strengthening activities required.
• Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements.
• Excellent cross-cultural communication and interpersonal skills; ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
• Proven leadership experience and capacity to organize, motivate and coordinate teams.
• Fluency in French and English is required. Proficiency in Creole preferred.
