Introduction
The Haiti Takes Root (HTR) Initiative’s mission is to strengthen the climate resilience of Haitian communities by alleviating poverty and building natural capital using and integrated, sustainable and people-centered approach. The five-year, multi-actor Resilient Productive Landscape Project in Nippes is being co-funded by HTR. There are multiple simultaneous projects of various size and scale in the portfolio at any given time, in addition to ongoing coordination with the Government of Haiti and donors.
Fonctions
. Ensure the smooth functioning of HTR day-to-day operations through coordination with program team and the finance, compliance, human resources, and procurement functions of J/P HRO.
. Support the program team and backstop the Program Coordinator and serve as interim Program Coordinator in her absence.
. Coordinate the preparation of annual budgets and ad-hoc budgets with program team and partners.
. Develop, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of budgets.
. Prepare the monthly cash flow forecast in coordination with program team and partners.
. Draft scopes of work and terms of reference for program activities including consultancies.
. Ensure the development and implementation of an RPL monitoring and evaluation plan (MEP) for RPL activities funded by J/PHRO-HTR.
. Prepare annual work plans, and quarterly and annual activity reports, including reporting on M&E indicators, advancement of program activities, and achievement of work plan objectives.
. Schedule periodic staff meetings for program review and planning, using an interactive and team based approach.
. Draft and/or edit program and financial reporting and ensure timely review and submission.
. Facilitate and follow up on planning exercises including procurement plans.
. Oversight of internal controls for infrastructure projects.
. Ensure compliance with J/P HRO policies and procedures and, as relevant, GOH and donor requirements.
Qualifications Requises
. A university degree and five years of experience, ideally in program management with field-based experience with participatory approaches to project planning and implementation in rural Haiti.
. Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
. Experience as a budget builder, and preferably, a budget owner.
. Comfortable reviewing contracts and drafting scopes of work and terms of reference for consulting contracts.
. Excellent organizational skills and methodical thinker, with attention to detail.
. Demonstrated ability to work as an effective team member in a complex and fast paced environment.
. Demonstrated ability to interact professionally with diverse stakeholders and beneficiaries.
. Familiarity with watershed oriented strategies for project planning and implementation.
. Familiarity with supervision of sub-contractors and rural infrastructure projects.
. Proven ability to draft and/or edit reports and submit on schedule
. Excellent interpersonal and communication skills (verbal and written).
. Fluency in French, Haitian Creole and English.
. Facility in MS Office softwares necessary. Visio, Project, or statistical softwares also valuable.
