Introduction

**While the administrative supervision of this position is the responsibility of LMG/Haiti, the Technical Working Group, USAID and World Bank point people will provide input into his/her daily tasks and priorities and will provide input into performance reviews.**

OVERVIEW: USAID and the World Bank are working together on a joint project with the Ministry of Public Health and Population (MSPP) to establish a contracting function in the MSPP to contract for essential health services. As part of USAID Forward, a USAID strategy to promote country ownership, and the World Bank’s policies in this regard, improvement of donor coordination, increased visibility of the MSPP over funds directed to the health sector, and increased efficiency of funding are all principles underlying this initiative.

LMG/Haiti will support the MSPP Technical Working Group charged with creation of a Contracting Unit within the MSPP, in close coordination with other donors, in order to provide a transparent and efficient platform to purchase, manage, and coordinate essential health services using GOH systems. MSH seeks a Technical Secretariat to support this Technical Working Group.

OVERALL RESPONSBILITIES: We are seeking a highly motivated Haitian national with outstanding academic credentials and a strong record of leadership and analytical capabilities to work with the technical working group and leads from USAID and the World Bank. The role will involve working closely with the two donor representatives to meet ambitious deadlines for putting in place the Contracting Unit.

The person identified must have the ability and flexibility to work in an unconventional environment in which tasks are continually being requested and goals and deadlines re-assessed. The person will have emotional intelligence and personal maturity, flexibility--both cultural and professional--and a passion for making a positive contribution to Haiti’s health system. The role will require well-developed planning, anticipation, implementation and project management skills, combined with a practical roll-up-your-sleeves, ‘can do’ approach. Good relationship skills are essential. The commitment will initially be for six months. The position will be based in Port-au-Prince with travel to other departments as required for field visits to health centers or department health units.


Fonctions

1. Work with the Technical Working Group to schedule meetings (both regular and ad hoc)
2. Prepare materials for Technical Working Group meetings
3. Write up and distribute meeting minutes within 24 hours of each meeting, including action items
4. Maintain a calendar of Technical Working Group activities and pending list of action items and ensure follow up on all action points of Committee meetings with relevant parties
5. Prepare communication materials related to Technical Working Group
6. Prepare budgets
7. Participate in related meetings/conferences/workshops
8. Write field visit summaries
9. Support USAID and World Bank leads with any additional tasks as required
10. Contribute to and to move the project forward
11. Consistently demonstrate flexibility and adaptability in an environment of changing requirements, goals and deadlines.


Qualifications réquises

1. Master’s degree, or equivalent experience, in Public Health, Business Administration, Finance, or related field.
2. Fluency in French required and Creole desirable; additional fluency in English preferred.
3. Minimum 6 years of prior work experience including at least 2 years in the development arena, ideally in Haiti.
4. Well-developed planning, implementation, and project management skills.
5. Demonstrated team orientation as well as highly self-sufficient and self-motivated.
6. Experience building and maintaining partnerships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, cooperating agencies, and donor organizations.
7. Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation.
8. Demonstrated analytical skills, attention to detail and data presentation.
9. Adaptable multi-tasker who is flexible and capable of working under pressure and tight deadlines with demonstrated ability to prioritize across multiple priorities and relationships.
10. Ability to absorb and synthesize a broad range of information quickly.
11. Willingness to work extra hours as needed.
12. Willingness to travel within Haiti.
