MSH seeks candidates for an upcoming USAID funded program in Haiti that aims to build strengthened and sustainable health informationsystems inthe country, allowing for the Haitian government to effectively manage and monitor program resources and monitor patient outcomes, as well as to ensure effective, routinized information use throughout the health sector. This position is contingent upon program award.


Fonctions

The MSH Chief of Party (COP)will develop and manage the implementation of a project that will support the government of Haiti strategic health information systems in the country. The COP is accountable for project deliverables and results of the key four objectives of the program; build the capacity of the MOH to effectively manage Strategic
Information Systems; develop an expanded and comprehensive Carte Sanitaire platform for the UPE; support the implementation of a comprehensive HMIS; and improve data quality and applied data use within GOH data reporting chains. S/he has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects, and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU), where applicable. This accountability includes effective contribution to business and resource development activities, including strategic communication, positioning, intelligence gathering, and proposal development mission.

The ideal candidate will have technical expertise and priorexperience in one or more of the key project results areas as follows: 1) strategic information systems 2) monitoring and evaluation of health systems data; and 3) health management information systems.


Qualifications réquises

1. Master‘s Degree or equivalent in Public Health Informatics
2. At least seven years of experience implementing and managing donor-funded projects, like PEPFAR, in developing countries particularly projects working with health information systems
3. Demonstrated experience in leadership roles, promoting strategic planning, and careful budget management
4. Superior analytical and problem-solving abilities.
5. Strong interpersonal, oral and written communication skills in Creole, French andEnglish.
6. Knowledge and understanding of the policies of USAID and major U.S. donor agencies.
