Introduction

Better Work is a unique partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). It aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers.

Better Work Haiti has started in 2009 with the following three components:
(1) Enterprise assessments against (a) the principles of the ILO Declaration on Fundamental Principles and Rights at Work, 1998 and Haitian labour law and (b) quality and productivity;
(2) Enterprise advisory, training and capacity building services designed to support practical improvements; and
(3) Stakeholder engagement and sustainability.

Fonctions

Function
This position holds key responsibility for ensuring that all Better Work Haiti management and professional employees have timely and accurate financial information on which to base their decisions. It also holds key responsibility for ensuring that the finances of Better Work Haiti are managed according to best accounting principles and practices. This includes implementation and supervision of accounting and administrative procedures, policies and guidelines.

Supervision and Guidance
The Finance Officer reports to the Better Work Haiti CTA and operates with a high level of independence. The position is based in Port au Prince, Haiti. The incumbent will be responsible for providing procedural, classifying, recording and processing financial functions of the work unit to ensure compliance with the ILO financial rules and regulations.



Responsibilities

1. Oversee current financial management systems at Better Work Haiti to ensure compliance with ILO requirements and effective financial management. Analyze and consolidate financial information for the preparation of management budgets and reports, including generation and analysis of assumptions. Review assumptions and budget with Better Work Haiti Manager before submission to Better Work global programme. Revise budget as necessary and prepare variance reports as required.

2. Compile and verify budget and accounting data by researching files, calculating costs and estimating anticipated expenditures from readily available information sources such as previous budget figures, estimated revenues and expense reports. Carry out the preparation of periodic accounting records by recording receipts and disbursements and reconciling data for recurring or special reports.

3. Classify and code transactions and enter data into computer. Check data for accuracy of entries, postings; correct coding, totals and balances.

4. Maintain contact with local banks for verifying accounts status, obtaining approval for check clearances, verifying currency exchange rates and similar routine transactions. Prepare routine simple statements and financial data for the monthly IMPTREST reports.

5. Process accounts payable including maintaining records of amounts owed, verifying invoices, coding transactions and preparing and distributing payment.

6. Supervise the maintenance of records of accounts receivable including invoicing, tracking payments, filing unpaid invoices, issuing receipts and recording in ILO tracking system.

7. Contribute to writing the policies and procedures for the accounting, administrative and operations areas of Better Work Haiti and ensure that these are understood by all employees who must use them.

8. Provide financial review of purchase requests, purchase orders and payment requests to ensure compliance with ILO and Better Work policies and procedures and project budgets. Purchase office supplies, track inventory and supervise the preparation of a procurement plan.

9. Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.

10. Manage the smooth flowing of routine, administrative work of the Better Work Haiti´s office and program support operations and ensure the adherence to ILO and Better Work administrative, IT, HR, logistics procedures and staff policies by support staff. Organise briefings or trainings to support staff on administrative or financial issues, as needed.

11. Maintain confidential human resource files and personnel records such as payroll and benefits, performance appraisal and compensation review information. Gather needed information from managers; ensure that files are updated as employees leave, change roles, or as compensation changes.

12. Manage and direct the work of administrative staff falling under his/her supervision; Develop work plans and contribute to the development of BW Haiti work plan. Conduct performance reviews, including discussing performance against goals and expectations. Provide coaching or additional training if necessary. Recruit new staff including writing and posting advertisements for the position, designing interview questions, reviewing applications, interviewing prospective candidates, checking references and recommending the successful candidate in consultation with the CTA. As needed, and under the direction and guidance of the Chief Technical Advisor.

13. Perform other duties as assigned by the supervisor.


Qualifications réquises

Education
Technical Degree in accounting or finance related field or completion of secondary school education, plus formal training in accounting and/or finance from a recognized commercial school or equivalent.

Experience
Six years of progressively responsible finance/ general accounting clerical experience including two years in an international organization;

Languages
Excellent command French both verbal and written and good command of english. Spanish would be an asset.
