Project description.
CHAMPIONS (Chanje Abitid Moun Pou Pratik Itil Ogmante nan Sante) is a 5-year project funded by the United States Agency for International Development (USAID) from 2024 to 2029, led by Institut Panos in collaboration with CIPPRESS and PESADEV. This integrated initiative intertwines Social and Behavior Change Activities with health service delivery, aiming to enhance health service utilization and cultivate healthy behaviors throughout Haiti. The project's overarching goal is to increase the adoption of targeted positive health behaviors at the individual, household, and community levels, spanning various areas of public health, including family planning and reproductive health, HIV, maternal and child health, nutrition, water, sanitation, and hygiene. Additionally, CHAMPIONS addresses emerging public health threats such as COVID-19, cholera, tuberculosis, and other primary care concerns, integrating considerations of gender-based violence within health programs. Leveraging Institut Panos' expertise in evidence-based Social and Behavioral Change interventions, along with CIPPRESS and PESADEV's experience in community engagement and health promotion, CHAMPIONS adopts a multifaceted approach. Through tailored services, robust stakeholder engagement, and innovative techniques, such as the "3 Roch dife" methodology, which emphasizes personalized interventions, CHAMPIONS utilizes media, digital tools, and community networks to drive sustainable improvements in health outcomes nationwide.


Fonctions

Key Responsibilities.
? Design and conduct formative research to inform strategies, including barrier analysis, market segmentation, and identification of priority groups.
? Provide technical support and guidance to staff and stakeholders on behavior change approaches.
? Co-create tools and processes to assess the effectiveness of interventions and identify capacity gaps.
? Lead capacity-building efforts for government institutions, educational policy apparatus, and leadership planning and administration institutes.
? Contribute to the development of annual work plans and strategic planning documents.


Qualifications réquises

Institut Panos is recruiting a Senior Behavior Change and Capacity Development Specialist for the “Health Service Delivery – Integrated Social and Behavior Change” program.
This Activity will work hand-in-hand with MSPP and USG (US Government) service-delivery implementing partners to apply SBC across the service continuum—before, during, and after services to maximize the impact of their health programming. It will use SBC to motivate clients to access services (before services), to improve the client-provider interaction and the environment in which services are delivered (during services), and to boost adherence and maintenance (after services).
The Senior Behavior Change Specialist will lead the development and implementation of interventions on the reduction of barriers to behavior and capacity building of local stakeholders. The work will entail, among other things, conducting research and guiding the design of pilots and interventions using evidence-based behavioral science methodology and supporting the development and delivery of training, including for local organizations, actors, and host government personnel directly involved in implementing the Activity.
The Senior Behavior Change and Capacity Development Specialist is expected to have:
? at least a master’s degree, or at least ten (10) years of work experience in lieu of a master’s degree, in public administration, public policy, business administration, communications, public health, international development, psychology, economics, behavioral sciences, or other relevant health or public administration background;

? at least five (5) years of demonstrated experience in needs and capacity assessments and a strong foundation in behavioral sciences;

? a strong foundation in behavior change theories, research methodologies, and program evaluation, along with practical experience in implementing and managing related projects;
? experience working on SBC with local organizations and/or government entities in Haiti or a similar country context, preferably in the health sector;

? strong oral and written communication and presentation skills in French and English; working knowledge of Haitian Creole is highly desired.

? Strong analytical skills to conduct research and evaluate programs
